# 211 (navigation infrastructure) (the free, confidential phone number for local help, open 24 hours): who qualifies, what you get, how to apply, and what happens next

*211 is the free, confidential, three-digit phone number that connects anyone to local help with food, housing, utility bills, transportation and health care. It answers 24 hours a day and has no eligibility test. Dial 2-1-1 or search 211.org; the programs it names decide eligibility.*

## What 211 is, in one paragraph

211 is the three-digit phone number for information and referral to local social services; the FCC designated it in 2000 (rule:what_211_is). It is not a benefit program. More than 200 local organizations answer it, including United Ways and Community Action Partnerships (rule:operators); in Los Angeles County it is 211 LA. It is free and confidential, calls can be anonymous (rule:free_confidential), and it answers 24 hours a day, 7 days a week (rule:hours). Most requests are for housing, food, transportation and health care (rule:needs).

  "label": "free and confidential, 24 hours a day, 7 days a week (CSD, rule:hours)"
}
```
## Who may qualify
**Anyone.** 211 has no income or eligibility test (rule:no_eligibility_test). The programs it refers you to have their own rules, which their articles on this site carry.
## What the model on this page can do for you
This article is also the context of a model you can text or chat with. The buttons under the title open Messages with a note already written, or a chat on this page. The model has read this exact page: the rules above with their source ids, the procedure below, and the other programs the same facts open. It asks for one or two facts at a time, starting with your ZIP code and what you need, tells you what 211 does and does not do, names the program articles on this site that match your need, and gives the exact next step. It has no tools: it cannot apply for you, and it says so. Every message is kept on this build's Ledger.
211 refers; the program it names decides.
## How to apply, and what happens after
**Dial 2-1-1**, or search [211.org](https://211.org/) for your local 211. Have your ZIP code, what you need, and your household size and monthly income ready; the programs 211 names will ask. 211 LA answers in multiple languages and by TTY (rule:languages).
211 gives referrals. You then apply to each program it names. A denial comes from that program, and the appeal goes to it (rule:no_appeal).
## The same facts open other programs
The needs 211 hears most map to these programs:
- **Utility bills: LIHEAP (B045)**: [[california-liheap]] and **CARE (B043)**: [[california-care-energy-discount]]; CSD's LIHEAP page points to 211.
- **Food: CalFresh (B001)**: [[california-calfresh]].
- **Housing: Section 8 (B035)**: [[california-housing-choice-voucher]] and **shelter and Coordinated Entry (B079)**: [[california-continuum-of-care-coordinated-entry]].
- **Screening online: benefit finders (B068)**: [[california-benefit-finders]].
## How this page works
This page is one JSON object. The page, the Markdown and the machine copy at [/a/california-211.json](https://miscsubjects.com/a/california-211.json) are three views of it. Its `facts` carry the article's identity and jurisdiction, the procedure with its stages, every rule with its source id and verification status, the fields with their canonical fact names, the ontology edges into the benefits graph, the declared actions, the model's instructions, and the permissions the model has (none). The model's context is served separately at [/a/california-211/context](https://miscsubjects.com/a/california-211/context): the same object, projected for the model. Every number on this page is in `facts.rules` with a source id; every source carries the exact words copied from the official page and the hash of that page as the verifier fetched it. The graph above it, [[california-benefits-graph]], holds the programs, the life events and the shared facts this article links into.
