# CalWORKs (California cash aid for families with children): who qualifies, what you get, how to apply, and what happens next

*CalWORKs is California's cash aid for families with children (TANF): a monthly grant on an EBT card plus child care and work services, for families whose income is under the maximum aid payment. Each county welfare department runs it. Apply at BenefitsCal or the county welfare office.*

## What CalWORKs is, in one paragraph

CalWORKs is California's cash aid program for families with children, known federally as TANF. A family that qualifies gets a monthly cash grant on an EBT card, plus services: paid child care, transportation and other help for the adults' Welfare-to-Work activities. It serves all 58 counties and each county welfare department runs it (rule:county_operated). The grant depends on family size, the county's region, and whether the family is exempt; income from work is subtracted.

  "value": "$1,175 to $1,314",
  "label": "the maximum monthly grant for a family of three with no income in Los Angeles County (Region 1), non-exempt to exempt, levels effective 1 October 2024 (LA DPSS, rule:map_la_region1)"
}
```
## Who may qualify
**A child in need.** A family qualifies when a child in the home lacks a parent's support because a parent is absent, disabled or has died, or when both parents are home and the main earner is unemployed (rule:deprivation, rule:unemployed_parent). A pregnant person can also apply.
**Income.** Take-home pay from work must be less than the maximum aid payment for the family size (rule:income_below_map).
**Property.** Countable resources under $12,552, or $18,829 when someone in the household is disabled or 60 or older (rule:property_limit). A vehicle's equity up to $33,626 is not counted from 1 July 2026 (rule:vehicle_limit). The home the family lives in is not counted.
**Status.** Each aided person must be a citizen or an immigrant with permission to live in the United States (rule:status). Children can be aided when a parent is not.
Maximum aid payment in Los Angeles County (Region 1), levels effective 1 October 2024. Other Region 1 counties are listed in rule:regions; Region 2 counties have lower levels not stated on the page fetched.
| Family size | Non-exempt MAP | Exempt MAP |
|---|---|---|
| 1 | $734 | $809 |
| 2 | $930 | $1,039 |
| 3 | $1,175 | $1,314 |
| 4 | $1,416 | $1,579 |
| 5 | $1,659 | $1,850 |
| 6 | $1,902 | $2,123 |
| 7 | $2,145 | $2,395 |
| 8 | $2,389 | $2,669 |
| 9 | $2,631 | $2,939 |
| 10 or more | $2,876 | $3,215 |
The exempt level applies when every adult caretaker receives SSI/SSP, IHSS, SDI, temporary workers' compensation or temporary disability indemnity, or the caretaker is an unaided non-parent (rule:exempt_map).
**Work rules.** Adults who are not exempt do Welfare-to-Work activities: 30 hours a week for a single adult (20 with a child under six) and 35 hours combined for two parents (rule:wtw_hours). Adults aged 60 or older, pregnant, caring for a child under 2, or disabled are among those exempt (rule:wtw_exemptions). Adult cash aid is limited to 60 months in a lifetime; children's aid continues (rule:time_limit).
## What the model on this page can do for you
This article is also the context of a model you can text or chat with. The buttons under the title open Messages with a note already written, or a chat on this page. The model has read this exact page: the rules above with their source ids, the procedure below, and the other programs the same facts open. It asks for one or two facts at a time, starting with family size and monthly income, tells you which rules you pass and which it cannot decide, names the programs you may also qualify for, and gives the exact next step. It has no tools: it cannot apply for you, and it says so. Every message is kept on this build's Ledger.
A screening here is a screening, not a decision. The county decides.
## How to apply, and what happens after
Apply online at **[BenefitsCal](https://benefitscal.com)** or at any county welfare office in the county where you live (rule:apply_where).
| Stage | What happens | Deadline | What loses people their aid |
|---|---|---|---|
| Screen | Deprivation basis, income against the MAP, property, status per person | Minutes | A family with an ineligible parent assuming the children cannot be aided |
| Gather | ID, Social Security numbers, pay stubs, bank statements, immunization records | Before the interview | Missing immunization proof |
| Apply | Application at BenefitsCal or the county office | Same day | No proof of the filing date |
| Interview | County intake; data matches on income, SSN and status | UNKNOWN | A missed appointment |
| Decision | Notice of Action with the grant | UNKNOWN | Wrong region or exempt status accepted |
| Welfare-to-Work | Plan of 20, 30 or 35 weekly hours; supportive services | After approval | Sanction when an exemption or good cause applied |
| Immunizations | Proof for children under six not in school | 30 days after approval (rule:immunizations) | A reduced grant |
| Report | Semi-annual report | Every six months (rule:reassess_six_months) | A missed report ends aid |
| Appeal | State hearing | 90 days from the notice (rule:hearing_90) | Missing the window |
## The same facts open other programs
Family size, income and county are the first facts of most means-tested programs. A family screened here has already answered the opening question of:
- [[california-calfresh]] (B001): food benefits; the same family size and income.
- [[california-medi-cal]] (B011): health coverage for the family.
- [[california-subsidized-child-care]] (B060): CalWORKs child care, Stages 1 to 3.
- [[california-calworks-housing-support]] (B040): housing help for CalWORKs families.
- [[california-caleitc]] (B049) and [[california-young-child-tax-credit]] (B050) at tax time.
- [[california-refugee-cash-medical-assistance]] (B032) and [[california-tcvap]] (B033): cash aid on the same MAP table for refugees and crime victims without children or not yet federally eligible.
- [[california-ihss]] (B015) and [[california-ssi-ssp]] (B023): a caretaker on either raises the family to the exempt MAP.
Those connections are read from [[california-benefits-graph|the California benefits graph]], the object that holds all 80 programs, the life events that trigger them and the facts they share.
## How this page works
This page is one JSON object. The page, the Markdown and the machine copy at [/a/california-calworks.json](https://miscsubjects.com/a/california-calworks.json) are three views of it. Its `facts` carry the article's identity and jurisdiction, the procedure with its stages, every rule with its source id and verification status, the fields with their canonical fact names, the ontology edges into the benefits graph, the declared actions, the model's instructions, and the permissions the model has (none). The model's context is served separately at [/a/california-calworks/context](https://miscsubjects.com/a/california-calworks/context): the same object, projected for a model.
What is saved: a thread per phone number that texts, holding which articles it asked about, how many messages, and the facts it stated, so a person who comes back continues rather than restarts. Every message, in either direction, is a row on this build's Ledger.
Figures carry their status in `facts.rules[].status`. The maximum aid payments are Los Angeles County's (Region 1) levels effective 1 October 2024, read on 9 October 2026 from the county's policy page dated 6 November 2025; Region 2 levels and the processing deadlines are UNKNOWN until an official page states them.
