# California Food Assistance Program (CFAP) (state food benefits for noncitizens barred from CalFresh): who qualifies, what you get, how to apply, and what happens next

*CFAP is California's state-funded food benefit, equal to CalFresh, for noncitizens who are barred from CalFresh only because of their immigration status. It uses the same application as CalFresh, through BenefitsCal or the county, and the county decides which program each member gets. From 1 October 2027 it expands to every income-eligible Californian 55 or older regardless of status.*

## What CFAP is, in one paragraph

CFAP is the California Food Assistance Program. The state pays it from its own funds, for noncitizens who would get CalFresh except that federal law bars them because of their immigration status (rule:cfap_definition, rule:status_only). The benefit is the same as CalFresh (rule:benefit_equivalent): money each month on an EBT card. There is no separate form. A person applies for CalFresh, and the county decides, member by member, whether each person gets CalFresh or CFAP (rule:same_application).

  "value": "$306 to $1,841",

}
```
## Who may qualify
Two questions decide it: **why the person cannot get CalFresh**, and **the household's income**.
**Status.** The only reason the person is ineligible for CalFresh must be immigration status under the 1996 federal welfare law (rule:status_only). CDSS gives these examples: permanent residents who have not met the five-year residency requirement or the 40 work quarters, parolees, conditional entrants, and people who are battered or abused (rule:lpr_parolee_examples). Battered immigrant spouses and children and Cuban-Haitian entrants are also eligible (rule:other_categories). From 1 June 2026, or when automation is completed, the one-year parole duration requirement no longer applies (rule:parolee_duration).
**Income.** CalFresh rules apply (rule:calfresh_rules_apply). The FY2027 limits, 1 October 2026 to 30 September 2027:
| Household size | Net limit (100%) | Gross limit (130%) | Maximum monthly benefit |
|---|---|---|---|
| 1 | $1,330 | $1,729 | $306 |
| 2 | $1,804 | $2,345 | $562 |
| 3 | $2,277 | $2,960 | $808 |
| 4 | $2,750 | $3,575 | $1,023 |
| 5 | $3,224 | $4,191 | $1,217 |
| 6 | $3,697 | $4,806 | $1,463 |
| 7 | $4,170 | $5,421 | $1,616 |
| 8 | $4,644 | $6,037 | $1,841 |
| Each additional person | +$474 | +$616 | +$289 |
California's modified categorical eligibility line is 200% of the poverty level for a household with no elderly or disabled member (rule:ca_mce_200); under it, resources are not considered (rule:mce_resources). The federal asset limits are $4,750 with a member 60 or older or disabled, and $3,000 for others (rule:assets).
**A mixed household** can hold CalFresh and CFAP members at once. The CFAP amount is what the household would get if everyone were eligible for CalFresh, minus the CalFresh amount without the CFAP members (rule:mixed_household_amount).
**Coming, not yet available.** From 1 October 2027, CFAP covers every income-eligible Californian 55 or older regardless of immigration status (rule:expansion_55, rule:expansion_55_scope), with applications from 1 September 2027 (rule:expansion_apply_sept) and no Social Security number required for those without one (rule:expansion_no_ssn).
## What the model on this page can do for you
This article is also the context of a model you can text or chat with. The buttons under the title open Messages with a note already written, or a chat on this page. The model has read this exact page: the rules above with their source ids, the procedure below, and the other programs the same facts open. It asks for one or two facts at a time, tells you which rules you pass and which it cannot decide, names the programs you may also qualify for, and gives the exact next step. It has no tools: it cannot apply for you, and it says so. Every message is kept on this build's Ledger.
A screening here is a screening, not a decision. The county decides.
## How to apply, and what happens after
Apply for CalFresh at **[BenefitsCal](https://benefitscal.com)** or through the county office. The same application covers CFAP (rule:same_application). A county that finds a person ineligible for CalFresh must evaluate CFAP before denying (rule:evaluate_before_denial).
| Stage | What happens | Deadline | What loses people their benefits |
|---|---|---|---|
| Apply | CalFresh application; county sorts CalFresh and CFAP members | Same day; benefits run from the filing date (rule:benefits_from_filing_date) | Waiting to gather papers before filing |
| Interview | County interview, usually by phone; immigration status verified | Decision within 30 days (rule:decision_30_days); 7 days if expedited (rule:expedited_7_days) | Missed call |
| Report | SAR 7 about six months after applying (rule:sar7_reporting) | Month six | Missed SAR 7 |
| Renew | Recertify before the certification period ends (rule:recertify) | Before the period ends | Procedural termination |
| Appeal | State hearing; CFAP is a listed program (rule:appeal_programs) | 90 days (rule:appeal_90); 10 days to keep benefits pending (rule:aid_pending_10) | Missing the 10-day window |
From 1 October 2025, work registration and ABAWD time limits no longer apply to CFAP (rule:no_work_rules). CFAP overpayments are collected separately from CalFresh overpayments (rule:overpayment_separate). CDSS states that CalFresh and CFAP are not public charge programs as of 9 March 2021 (rule:public_charge); the rule's status notes a later CDSS statement that federal public charge rules have changed.
## The same facts open other programs
CFAP asks for household size, income and each member's immigration category. The same facts are the first questions of:
- [[california-calfresh]] (B001): the federal program CFAP mirrors; citizen and eligible noncitizen members get it.
- [[california-medi-cal]] (B011) and [[california-state-only-medi-cal-immigrants]] (B080): health coverage that also asks immigration status.
- [[california-capi]] (B024): cash aid for aged, blind or disabled immigrants barred from SSI.
- [[california-tcvap]] (B033): trafficking and crime victims, a CFAP category.
- [[california-wic]] (B003), [[california-universal-school-meals]] (B004), [[california-sun-bucks]] (B005) and [[california-tefap-food-banks]] (B006): other food programs.
These edges are read from [[california-benefits-graph|the California benefits graph]].
## How this page works
This page is one JSON object. The page, the Markdown and the machine copy at [/a/california-cfap.json](https://miscsubjects.com/a/california-cfap.json) are three views of it. Its `facts` carry the article's identity and jurisdiction, the procedure with its stages, every rule with its source id and verification status, the fields with their canonical fact names, the ontology edges into the benefits graph, the declared actions, the model's instructions, and the permissions the model has (none). The model's context is served separately at [/a/california-cfap/context](https://miscsubjects.com/a/california-cfap/context): the same object, projected for a model, so there is one source of truth for the reader and the machine.
What is saved: a thread per phone number that texts, holding which articles it asked about, how many messages, and the facts it stated, so a person who comes back continues rather than restarts. A browser is never shown another phone's thread, and signing in is required before anything private crosses from text to screen. Every message, in either direction, is a row on this build's Ledger.
Figures carry their status in `facts.rules[].status`. The CDSS CFAP pages and the CalFresh FY2027 federal standards were read on 9 October 2026. Rules sourced only to the LSNC legal aid guide say so in their status.
Screen each member separately: citizen or eligible noncitizen points to CalFresh, a status-only bar points to CFAP (rule:status_only), never give a household-level no. Report results as: potentially eligible, potentially ineligible, insufficient information, or requires county determination; always say the county decides. Ask for at most two facts at a time, starting with household size and each member's immigration category; restate each as a canonical fact line (person.identity.immigration_status = LPR). Immigration facts are sensitive: ask only what a rule uses. The age-55 expansion is not available until 1 October 2027 (rule:expansion_55); say so. Use facts.ontology.related_programs to name other programs and facts.procedure.stages for the next step and its deadline. Never claim an application was filed. Keep it short.",
