# California College Promise Grant (community college enrollment fee waiver, formerly the BOG waiver) and the California College Promise (AB 19): who qualifies, what you get, how to apply, and what happens next

*The California College Promise Grant waives the $46-per-unit enrollment fee at a California community college for students on cash aid, students under 150 percent of the poverty line, or students with at least $1,104 in unmet need from the FAFSA or Dream Act application. Apply at the college's financial aid office or with the FAFSA or CADAA; most waivers are processed within a week.*

## What the California College Promise Grant is, in one paragraph

The California College Promise Grant (CCPG), once called the BOG fee waiver, waives the enrollment fee at California's community colleges, which is $46 per unit. A student qualifies in one of three ways: receiving cash aid (Part A), having household income at or below 150 percent of the federal poverty guidelines (Part B), or showing at least $1,104 of unmet need on the FAFSA or California Dream Act Application (Part C). It covers only the enrollment fee, not books or living costs. Separately, the California College Promise (AB 19) lets colleges cover fees for up to two years for full-time students who do not receive a CCPG.

## Who may qualify

A student who has lived in California at least one year, or is a California resident homeless youth, or is AB 540, AB 1899 or a T or U visa holder (rule:residency), and meets one of three routes.

**Part A, cash aid.** CalWORKs/TANF, SSI/SSP or General Assistance, or a special classification (rule:part_a).

**Part B, income.** Prior-year household income at or below 150 percent of the poverty guidelines (rule:part_b_150_fpl). 2026-27 standards (rule:part_b_income_2026_27) and 2027-28 standards (rule:part_b_income_2027_28):

| Family size | 2026-27 | 2027-28 |
|---|---|---|
| 1 | $23,475 | $23,940 |
| 2 | $31,725 | $32,460 |
| 3 | $39,975 | $40,980 |
| 4 | $48,225 | $49,500 |
| 5 | $56,475 | $58,020 |
| 6 | $64,725 | $66,540 |
| 7 | $72,975 | $75,060 |
| 8 | $81,225 | $83,580 |
| Each additional | $8,250 | $8,520 |

**Part C, need.** At least $1,104 of unmet need from the FAFSA or CADAA, or $552 at the college's discretion for 12 units a year (rule:part_c).

## What the model on this page can do for you

This article is also the context of a model you can text or chat with. The buttons under the title open Messages with a note already written, or a chat on this page. The model has read this exact page: the rules above with their source ids, the procedure below, and the other programs the same facts open. It asks for one or two facts at a time, starting with your household size and last year's income, tells you which rules you pass and which it cannot decide, names the programs you may also qualify for, and gives the exact next step. It has no tools: it cannot apply for you, and it says so. Every message is kept on this build's Ledger.

A screening here is a screening, not a decision. Your community college's financial aid office decides.

## How to apply, and what happens after

File the **FAFSA** or **California Dream Act Application** (covers Part C and opens other aid), or the college's **CCPG application**, which asks for prior-year tax income. Each college posts how to submit it.

| Stage | What happens | Deadline | What loses people the waiver |
|---|---|---|---|
| Apply | CCPG application or FAFSA/CADAA | Any time in the year; retroactive to June 30 (rule:retroactive) | Paying fees and never applying |
| Decision | Most waivers processed within 1 week (rule:processing) | About 1 week | Not reading college email |
| Use | Enrollment fees waived at $46 per unit (rule:fee_covered) | Each term | Bachelor's-program upper-division fees are not covered |
| Keep | GPA 2.0 and more than 50% of courses completed (rule:academic_standards) | Each term | Two consecutive terms below standard after 12 units (rule:loss) |
| Appeal | College appeal process for extenuating circumstances (rule:appeal) | Set by the district | Not appealing |
| Renew | Reapply every academic year (rule:processing) | Every year | Forgetting to reapply |

## The same facts open other programs

- [[california-pell-grant]] (B055), [[california-cal-grant]] (B056) and [[california-federal-student-aid-beyond-pell]] (B075): the FAFSA that proves Part C opens them too.
- [[california-calworks]] (B021), [[california-ssi-ssp]] (B023) and [[california-general-assistance]] (B022): receiving any of them is Part A.
- [[california-extended-foster-care-chafee]] (B061): foster youth aid for the same students.

Those connections are not written here by hand. They are read from [[california-benefits-graph|the California benefits graph]], the object that holds all 80 programs, the life events that trigger them and the facts they share. A model screening you for California College Promise Grant sees the same edges.

## How this page works

This page is one JSON object. The page, the Markdown and the machine copy at [/a/california-college-promise-grant.json](https://miscsubjects.com/a/california-college-promise-grant.json) are three views of it. Its `facts` carry the article's identity and jurisdiction, the procedure with its stages, every rule with its source id and verification status, the fields with their canonical fact names, the ontology edges into the benefits graph, the declared actions, the model's instructions, and the permissions the model has (none). The model's context is served separately at [/a/california-college-promise-grant/context](https://miscsubjects.com/a/california-college-promise-grant/context): the same object, projected for a model, so there is one source of truth for the reader and the machine.

What is saved: a thread per phone number that texts, holding which articles it asked about, how many messages, and the facts it stated, so a person who comes back continues rather than restarts. Every message, in either direction, is a row on this build's Ledger.

Figures carry their status in `facts.rules[].status`. Every figure on this page was read from the official pages listed under Official addresses on 9 October 2026. A value no official page states is written UNKNOWN.

Use only the rules in this article's facts.rules, naming the rule id and its source id beside every figure; the 2026-27 income standards apply to academic year 2026-27, and 2027-28 standards are published. Check the three routes in order: Part A (cash aid: rule:part_a), Part B (income at or below 150% of poverty: rule:part_b_income_2026_27), Part C (FAFSA or CADAA unmet need of $1,104: rule:part_c). Report results as: potentially eligible, potentially ineligible, insufficient information, or requires college determination; always say the college's financial aid office decides. Ask for at most two facts at a time, starting with household size and prior-year income; restate each as a canonical fact line (household.size = 2).
