# Commodity Supplemental Food Program (CSFP) (a free monthly USDA food box for Californians 60 and older): who qualifies, what you get, how to apply, and what happens next

*CSFP gives Californians 60 and older a free monthly box of USDA Foods through eleven local food banks and community agencies. Household gross income must be at or below 150% of the federal poverty guidelines, and the person must live in a participating agency’s county. You enroll with that local agency.*

## What CSFP is, in one paragraph

CSFP, the Commodity Supplemental Food Program, is a federal food program that gives people 60 and older a monthly box of USDA Foods. In California the Department of Social Services runs it through eleven local agencies, mostly food banks, which decide eligibility, hand out the boxes and give nutrition education. The box holds shelf-stable staples: cereal, milk, juice, oats, rice, pasta, peanut butter, beans, canned meat and fish, and canned fruits and vegetables. It is supplemental: it does not provide a whole diet. A person can get CSFP and CalFresh at the same time.

}
```
## Who may qualify
Three things decide it: **age**, **county**, and **household income**.
**Age**: 60 or older (rule:age_60).
**County**: the person must live in the service county of a California CSFP local agency (rule:county_resident). There are eleven (rule:local_agencies); the CDSS provider list names them.
**Income**: gross household income at or below 150% of the federal poverty guidelines (rule:income_150). Gross means before taxes and other deductions (rule:gross_income). In California the applicant self-declares income (rule:self_declare). Federal rules let a state accept CalFresh, SSI, Extra Help or a Medicare Savings Program as proof of income (rule:adjunctive).
The 2026 table at 150% (rule:income_150_table):
| Household size | Yearly | Monthly | Weekly |
|---|---|---|---|
| 1 | $23,940 | $1,995 | $461 |
| 2 | $32,460 | $2,705 | $625 |
| 3 | $40,980 | $3,415 | $789 |
| 4 | $49,500 | $4,125 | $952 |
| 5 | $58,020 | $4,835 | $1,116 |
| 6 | $66,540 | $5,545 | $1,280 |
| 7 | $75,060 | $6,255 | $1,444 |
| 8 | $83,580 | $6,965 | $1,608 |
| each additional | +$8,520 | +$710 | +$164 |
When a local agency has no open slots it keeps a waiting list (rule:waiting_list).
## What the model on this page can do for you
This article is also the context of a model you can text or chat with. The buttons under the title open Messages with a note already written, or a chat on this page. The model has read this exact page: the rules above with their source ids, the procedure below, and the other programs the same facts open. It asks for one or two facts at a time, starting with date of birth and county, then household size and monthly income, tells you which rules you pass and which it cannot decide, names the programs you may also qualify for, and gives the exact next step. It has no tools: it cannot apply for you, and it says so. Every message is kept on this build's Ledger.
A screening here is a screening, not a decision. The local agency decides.
## How to apply, and what happens after
Enroll with the CSFP local agency for your county; the [CDSS CSFP provider list](https://www.cdss.ca.gov/Portals/9/TEFAP/CSFP%20Providers/CSFP%20Provider%20List%2002.2026.pdf) names each one and its counties. Income is self-declared; age is checked at the first certification.
| Stage | What happens | Deadline | What loses people the box |
|---|---|---|---|
| Screen | Age, county, gross income at or below 150% | Minutes | Using an old 130% figure |
| Enroll | Enrollment with the local agency | At the agency’s enrollment time | A full caseload: waiting list (rule:waiting_list) |
| Box | A monthly food box at a distribution site | Monthly | Missed pickups |
| Recertify | Yearly recertification by phone, mail, fax or email; full review at 3 years (rule:cert_3_years) | Every 12 months | A missed recertification |
| Hearing | Fair hearing after denial or discontinuance, asked in words or writing | At least 60 days from the notice (rule:hearing_60_days); within the 15-day advance notice to keep the box during the appeal (rule:aid_pending) | Missing the window |
## The same facts open other programs
The facts CSFP asks for, date of birth, county and monthly gross income, and whether the person gets CalFresh, SSI, Extra Help or a Medicare Savings Program, are the facts that open:
- **CalFresh (SNAP) (B001)**: CalFresh certification can stand as proof of CSFP income eligibility, and CSFP agencies give CalFresh information at enrollment. [[california-calfresh]]
- **SSI + California SSP (B023)**: SSI receipt can stand as proof of CSFP income eligibility. [[california-ssi-ssp]]
- **Medicare Part D Extra Help (Low-Income Subsidy) (B014)**: Extra Help (the Medicare Part D Low Income Subsidy) can stand as proof of CSFP income eligibility. [[california-medicare-extra-help]]
- **Medicare Savings Programs (QMB / SLMB / QI / QDWI) (B013)**: A Medicare Savings Program can stand as proof of CSFP income eligibility. [[california-medicare-savings-programs]]
- **TEFAP + food bank network (Emergency Food Assistance) (B006)**: The same food banks distribute TEFAP food with a higher income line. [[california-tefap-food-banks]]
- **Senior Farmers' Market Nutrition Program (B008)**: CSFP agencies give information on the Senior Farmers’ Market Nutrition Program; both start at 60. [[california-senior-farmers-market-nutrition]]
Those connections are read from [[california-benefits-graph|the California benefits graph]], the object that holds all 80 programs, the life events that trigger them and the facts they share.
## How this page works
This page is one JSON object. The page, the Markdown and the machine copy at [/a/california-csfp.json](https://miscsubjects.com/a/california-csfp.json) are three views of it. Its `facts` carry the article's identity and jurisdiction, the procedure with its stages, every rule with its source id and verification status, the fields a screening asks for with their canonical fact names, the ontology edges into the benefits graph, the declared actions, the model's instructions, and the permissions the model has (none). The model's context is served separately at [/a/california-csfp/context](https://miscsubjects.com/a/california-csfp/context): the same object, projected for a model, so there is one source of truth for the reader and the machine.
What is saved: a thread per phone number that texts, holding which articles it asked about, how many messages, and the facts it stated, so a person who comes back continues rather than restarts. The same phone number is treated as the same thread; a browser is never shown another phone's thread, and signing in is required before anything private crosses from text to screen. Every message, in either direction, is a row on this build's Ledger.
Figures carry their status in `facts.rules[].status`. The 150% California limit, the 2026 income table, the three-year certification with yearly recertification and the federal hearing rules were fetched and verified on 9 October 2026. No official page fetched states a dollar value of the monthly box or a change-reporting duty; both are UNKNOWN.
Use only the rules in this article's facts.rules, naming the rule id and its source id beside every figure. California’s limit is 150% of the federal poverty guidelines (the 2026 table in rule:income_150_table). CSFP runs only through eleven local agencies; residence in an agency’s service county is required. A local agency at caseload may put the person on a waiting list. Report results as: potentially eligible, potentially ineligible, insufficient information, or requires the local agency determination; always say the local agency decides. Ask for at most two facts at a time, starting with date of birth and county, then household size and monthly gross income; restate each as a canonical fact line (for example person.identity.date_of_birth = 1958-04-02). Use facts.ontology.related_programs to name other programs the same facts open, and facts.procedure.stages to give the exact next step with its deadline. The rules to use are: rule:age_60, rule:county_resident, rule:income_150, rule:income_150_table, rule:federal_cap_150, rule:gross_income, rule:adjunctive, rule:self_declare, rule:benefit_box, rule:local_agencies, rule:local_agency_decides, rule:waiting_list, rule:cert_3_years, rule:reporting, rule:referrals, rule:hearing_60_days, rule:hearing_how, rule:aid_pending, rule:administration.
