# Disaster CalFresh (D-SNAP, one month of food benefits after a declared disaster): who qualifies, what you get, how to apply, and what happens next

*Disaster CalFresh gives households hit by a presidentially declared disaster one month of food benefits on an EBT card, and gives current CalFresh households a supplement. It runs only when California is approved for that disaster, during a short application period at the county. Income plus reachable cash minus disaster costs must be under a disaster limit; California's 200% rule does not apply.*

## What Disaster CalFresh is, in one paragraph

Disaster CalFresh, called D-SNAP federally, gives households hurt by a natural disaster a month's worth of food benefits on an EBT card (rule:definition). It is not always open. It runs only after a presidential major disaster declaration for Individual Assistance, once stores are restocked, and when California is approved to run it for that disaster (rule:when_available). Households already on CalFresh get a supplement instead (rule:current_recipients). Separately, any CalFresh household that loses food in a fire, flood or power outage can ask for replacement benefits (rule:food_loss_10_days).

}
```
## Who may qualify
Four tests, all from CDSS:
1. **Residency:** the household lived or worked in the disaster area at the time; if one member did, all may qualify (rule:residency).
2. **Food:** it bought or planned to buy food during the disaster benefit period (rule:purchase_food).
3. **Harm:** at least one disaster effect: lost income, resources it cannot reach, or disaster expenses (rule:adverse_effect).
4. **Money:** take-home income in the benefit period, plus cash and bank money it can reach, minus disaster costs, must not exceed the disaster gross income limit (rule:dgil_test). California's modified categorical eligibility does not apply here; income and resources are counted (rule:no_mce).
| Household size | Disaster gross income limit, 1 Oct 2025 to 30 Sep 2026 (expired) | Disaster gross income limit from 1 Oct 2026 | Maximum monthly allotment, FY2027 |
|---|---|---|---|
| 1 | $2,258 | UNKNOWN | $306 |
| 2 | $2,726 | UNKNOWN | $562 |
| 3 | $3,174 | UNKNOWN | $808 |
| 4 | $3,647 | UNKNOWN | $1,023 |
| 5 | $4,143 | UNKNOWN | $1,217 |
| 6 | $4,639 | UNKNOWN | $1,463 |
| 7 | $5,098 | UNKNOWN | $1,616 |
| 8 | $5,556 | UNKNOWN | $1,841 |
| Each additional person | +$459 | UNKNOWN | +$289 |
The FY2026 limits are the latest found (rule:dgil_fy2026); they ended on 30 September 2026. No FY2027 table was found on the CDSS or USDA pages read (rule:dgil_fy2027).
## What the model on this page can do for you
This article is also the context of a model you can text or chat with. The buttons under the title open Messages with a note already written, or a chat on this page. The model has read this exact page: the rules above with their source ids, the procedure below, and the other programs the same facts open. It asks for one or two facts at a time, tells you which rules you pass and which it cannot decide, names the programs you may also qualify for, and gives the exact next step. It has no tools: it cannot apply for you, and it says so. Every message is kept on this build's Ledger.
A screening here is a screening, not a decision. The county decides.
## How to apply, and what happens after
Contact the local County Welfare Department (rule:apply_county). When D-CalFresh is approved, the county opens application sites for a set period; its length is not stated on the official pages read (rule:application_window). Every county must also serve people displaced from another county under regular CalFresh rules, including expedited service (rule:displaced).
| Stage | What happens | Deadline | What loses people the benefit |
|---|---|---|---|
| Apply | County site during the approved period | The period (UNKNOWN length) | Arriving after it closes |
| Decision | County approves; a supplement is issued within 3 days, 7 if questionable (rule:supplement_3_days) | Fast | Wrong amount accepted |
| Food loss (CalFresh households) | Form CF 303 (rule:cf303); up to one month's allotment (rule:replacement_max) | 10 days, usually 30 under a waiver (rule:food_loss_10_days, rule:timely_waiver_30) | Reporting late |
| Review and hearing | Supervisory review and state hearing (rule:review_hearing, rule:appeal_phone) | 90 days (rule:appeal_90) | Not asking |
Where at least half of an area loses power for four hours or more, CDSS may get a mass replacement waiver that replaces part of benefits automatically (rule:mass_replacement). A household cannot take both a replacement and D-CalFresh for the same loss (rule:no_double). D-CalFresh covers one benefit period and is not renewed (rule:no_renewal).
## The same facts open other programs
D-CalFresh asks where you lived, household size, income and losses. The same facts open:
- [[california-calfresh]] (B001): ongoing help after the disaster month; replacement benefits for current recipients.
- [[california-fema-individuals-households]] (B064): federal disaster aid under the same declaration.
- [[california-tefap-food-banks]] (B006) and [[california-211]] (B067): food now.
- [[california-calworks]] (B021), [[california-medi-cal]] (B011), [[california-cfap]] (B002) and [[california-sun-bucks]] (B005).
These edges are read from [[california-benefits-graph|the California benefits graph]].
## How this page works
This page is one JSON object. The page, the Markdown and the machine copy at [/a/california-disaster-calfresh.json](https://miscsubjects.com/a/california-disaster-calfresh.json) are three views of it. Its `facts` carry the article's identity and jurisdiction, the procedure with its stages, every rule with its source id and verification status, the fields with their canonical fact names, the ontology edges into the benefits graph, the declared actions, the model's instructions, and the permissions the model has (none). The model's context is served separately at [/a/california-disaster-calfresh/context](https://miscsubjects.com/a/california-disaster-calfresh/context): the same object, projected for a model, so there is one source of truth for the reader and the machine.
What is saved: a thread per phone number that texts, holding which articles it asked about, how many messages, and the facts it stated, so a person who comes back continues rather than restarts. A browser is never shown another phone's thread, and signing in is required before anything private crosses from text to screen. Every message, in either direction, is a row on this build's Ledger.
Figures carry their status in `facts.rules[].status`. The CDSS Disaster Response page and the FY2027 maximum allotments were read on 9 October 2026. The disaster gross income limits found are for FY2026 and have expired; the current ones are UNKNOWN.
