# Emergency Housing Vouchers (EHV) (legacy: converting to regular Section 8 vouchers in 2026): who qualifies, what you get, how to apply, and what happens next

*Emergency Housing Vouchers were federal rent vouchers created by the American Rescue Plan Act of 2021. No new families can get one. HUD's Notice PIH 2026-25 converts every family under lease on 30 September 2026 to a regular Housing Choice Voucher by 31 December 2026, when the program ends.*

## What Emergency Housing Vouchers (EHV) is, in one paragraph

Emergency Housing Vouchers (EHV) were rent vouchers created by the American Rescue Plan Act of 2021, which authorized $5 billion for them (rule:what_it_was). PHAs could not reissue them after 30 September 2023 and were told to stop issuing them to new families in March 2025 (rule:no_reissue_after_2023, rule:no_new_families). **This program is legacy.** HUD Notice PIH 2026-25, issued 29 September 2026, gives every family under an EHV lease on 30 September 2026 a Tenant Protection Voucher by 31 December 2026, converting it to a regular Housing Choice Voucher (rule:tpv_conversion, rule:converted_to_hcv). The EHV program then ends (rule:program_end). The successor is [[california-housing-choice-voucher]].

}
```
## Who may qualify
**Nobody can apply.** No new families are admitted (rule:no_new_families).
**Current holders.** A family under an EHV lease on 30 September 2026 is converted to a Tenant Protection Voucher. It does not go back on a waiting list, is not rescreened, and stays in its unit (rule:no_rescreen, rule:no_interruption).
**Former holders.** A family that already moved to a regular voucher or another program before 30 September 2026 keeps that assistance and is not part of the conversion (rule:former_families).
| Date | What happens | Rule |
|---|---|---|
| 30 September 2023 | EHVs could no longer be reissued | rule:no_reissue_after_2023 |
| 26 March 2025 | No EHVs to new families | rule:no_new_families |
| 30 September 2026 | Lease cutoff for the conversion | rule:tpv_conversion |
| 1 November 2026 | Last day for a PHA's other transitions (regular voucher or project-based unit) | rule:other_transitions_nov1 |
| 31 December 2026 | Conversion done; EHV program over | rule:program_end |
## What the model on this page can do for you
This article is also the context of a model you can text or chat with. The buttons under the title open Messages with a note already written, or a chat on this page. The model has read this exact page: the rules above with their source ids, the procedure below, and the other programs the same facts open. It asks for one or two facts at a time, tells you which rules you pass and which it cannot decide, names the programs you may also qualify for, and gives the exact next step. It has no tools: it cannot apply for you, and it says so. Every message is kept on this build's Ledger.
A screening here is a screening, not a decision. The Public Housing Agency decides.
## How to apply, and what happens after
There is nothing to apply for. A current holder deals only with the **PHA that holds the voucher**.
After conversion the family is a regular voucher holder: it reports changes, recertifies every year, and can ask for an informal review of a PHA decision, typically within 10 to 14 days (rule:report_changes, rule:recert, rule:review_deadline). The voucher is not reissued to anyone when the family leaves (rule:not_reissued). Funding for 2027 depends on future appropriations (rule:funding_2027).
## The same facts open other programs
A former or current EHV holder's facts open:
- **Housing Choice Voucher (Section 8) (B035)**: the successor: every converted family becomes a voucher holder. [[california-housing-choice-voucher]]
- **Continuum of Care shelters + Coordinated Entry (B079)**: Continuums of Care made the referrals; people who are homeless now go through Coordinated Entry. [[california-continuum-of-care-coordinated-entry]]
- **Public housing + project-based rental assistance (B036)**: other subsidized housing lists. [[california-public-housing]]
- **Legal aid: eviction defense & benefits advocacy (B042)**: legal aid if assistance is threatened. [[california-legal-aid-eviction-benefits]]
- **CalWORKs Housing Support Program + county rapid rehousing (B040)**: housing help for CalWORKs families. [[california-calworks-housing-support]]
Those connections are read from [[california-benefits-graph|the California benefits graph]], the object that holds all 80 programs, the life events that trigger them and the facts they share.
## How this page works
This page is one JSON object. The page, the Markdown and the machine copy at [/a/california-emergency-housing-vouchers.json](https://miscsubjects.com/a/california-emergency-housing-vouchers.json) are three views of it. Its `facts` carry the article's identity and jurisdiction, the procedure with its stages, every rule with its source id and verification status, the household fields with their canonical fact names, the ontology edges into the benefits graph, the declared actions, the model's instructions, and the permissions the model has (none). The model's context is served separately at [/a/california-emergency-housing-vouchers/context](https://miscsubjects.com/a/california-emergency-housing-vouchers/context).
What is saved: a thread per phone number that texts, holding which articles it asked about, how many messages, and the facts it stated, so a person who comes back continues rather than restarts. Every message, in either direction, is a row on this build's Ledger.
Every rule in `facts.rules` was read on 9 October 2026 from HUD Notice PIH 2026-25 (issued 29 September 2026) and HUD's voucher tenant page. `facts.article.program_status` is "legacy", with the end date, its source and the successor program.
The program is legacy: no new applications (rule:no_new_families); families under lease on 30 September 2026 are converted to Tenant Protection Vouchers under the Housing Choice Voucher rules by 31 December 2026 (rule:tpv_conversion, rule:program_end), without rescreening (rule:no_rescreen); the voucher is not reissued when the family leaves (rule:not_reissued). Use only the rules in this article's facts.rules, naming the rule id and its source id beside every date. For someone without an EHV, point to the successor article california-housing-choice-voucher and to Coordinated Entry. Report results as: converting, not converting, insufficient information, or requires PHA determination; always say the PHA decides. Ask for at most two facts at a time; restate each as a canonical fact line (housing.lease.active_on_date = 2026-09-30). Never claim anything was filed. Keep it short.",
