# Extended Foster Care (AB 12) and the Chafee Grant (support to age 21 and college money to age 26 for foster youth): who qualifies, what you get, how to apply, and what happens next

*Extended Foster Care lets youth with a foster care placement order on their 18th birthday stay in care, with placement payments and case management, until 21 if they are in school, working 80 hours a month or in a qualifying program. The Chafee Grant pays current and former foster youth up to $5,000 a year for college or career school ($4,500 in 2026-27) until 26. EFC is arranged with the county social worker; Chafee is applied for through the California Student Aid Commission with the FAFSA or CADAA.*

## What Extended Foster Care and the Chafee Grant are, in one paragraph

Extended Foster Care (EFC), created by AB 12, lets a youth who was in foster care on their 18th birthday stay in care as an adult non-minor dependent until 21, keeping a placement, payments, a social worker and court review, as long as they are in school, working, in a job program, or unable to because of a health condition. A youth who leaves at 18 can come back before 21. The California Chafee Grant for Foster Youth is separate: money for college or career school, up to $5,000 a year, for anyone who was in foster care between 16 and 18, until age 26. Chafee funds are limited and paid first-come.

## Who may qualify

**Extended Foster Care.** Age 18 to 21, with an order for foster care placement on the 18th birthday (rule:efc_who), and one of five participation conditions (rule:efc_participation):

| Condition | Value |
|---|---|
| High school or equivalent | enrolled |
| College or vocational school | enrolled |
| Work | at least 80 hours a month |
| Employment program | participating |
| Health condition | unable to do the above |

**Chafee Grant.** In foster care as a ward of the court for at least one day between 16 and 18; under 26 on July 1 of the award year; at least half-time in a program at least four months long; satisfactory academic progress (rule:chafee_who, rule:chafee_halftime).

| Item | Value | Rule |
|---|---|---|
| Chafee maximum | $5,000 a year | rule:chafee_max |
| Chafee 2026-27 | $4,500 ($2,250 a semester, $1,500 a quarter) | rule:chafee_2026_27 |
| Chafee duration | up to 5 years, or until 26 | rule:chafee_years |
| EFC payments end | the day before the 21st birthday | rule:efc_end |
| NMD parent supplement | $200 a month | rule:efc_parent |
| EFC base monthly payment | UNKNOWN | rule:efc_parent |

## What the model on this page can do for you

This article is also the context of a model you can text or chat with. The buttons under the title open Messages with a note already written, or a chat on this page. The model has read this exact page: the rules above with their source ids, the procedure below, and the other programs the same facts open. It asks for one or two facts at a time, starting with your date of birth and whether you had a foster care placement order on your 18th birthday, tells you which rules you pass and which it cannot decide, names the programs you may also qualify for, and gives the exact next step. It has no tools: it cannot apply for you, and it says so. Every message is kept on this build's Ledger.

A screening here is a screening, not a decision. The county child welfare agency or juvenile court (EFC) and the California Student Aid Commission (Chafee) decides.

## How to apply, and what happens after

**EFC** is arranged with the county: the youth and social worker meet at 17 and a half, and the youth signs the Mutual Agreement (SOC 162) within six months after turning 18 (rule:efc_agreement). Court hearings continue every six months (rule:efc_reviews). A youth who left can re-enter before 21 with a Voluntary Re-Entry Agreement by contacting the former social worker, probation officer or the county child welfare agency (rule:efc_reentry).

**Chafee** is applied for at **[CSAC](https://www.csac.ca.gov/chafee)**:

| Stage | What happens | Deadline | What loses people the grant |
|---|---|---|---|
| File | FAFSA or CADAA for the academic year | Every year | No FAFSA/CADAA |
| Apply | One-time Chafee Grant application | Opens October 1, closes July 31 (rule:chafee_dates) | Applying late in a year when funds run out (rule:chafee_first_come) |
| Verify | Foster care record checked; Foster Care Verification Form via the county ILP coordinator if needed | On request | Record shows Incomplete |
| Award | Preliminary award by email; school certifies and requests payment | Payment request within 30 days | Unclaimed award recycled to the waitlist |
| Renew | FAFSA/CADAA each year | Up to 5 years or 26 (rule:chafee_years) | Turning 26 before July 1 |

## The same facts open other programs

- [[california-foster-care-aap-kingap]] (B031): foster care, Kin-GAP and Adoption Assistance, which AB 12 extended to 21 (rule:kingap_aap).
- [[california-pell-grant]] (B055), [[california-cal-grant]] (B056) and [[california-college-promise-grant]] (B057): the FAFSA or CADAA filed for Chafee opens them; Cal Grant gives foster youth under 26 a larger Access Award.
- [[california-foster-youth-tax-credit]] (B051): a state tax credit for former foster youth, listed on the same CDSS foster care page.

Those connections are not written here by hand. They are read from [[california-benefits-graph|the California benefits graph]], the object that holds all 80 programs, the life events that trigger them and the facts they share. A model screening you for Extended Foster Care and Chafee sees the same edges.

## How this page works

This page is one JSON object. The page, the Markdown and the machine copy at [/a/california-extended-foster-care-chafee.json](https://miscsubjects.com/a/california-extended-foster-care-chafee.json) are three views of it. Its `facts` carry the article's identity and jurisdiction, the procedure with its stages, every rule with its source id and verification status, the fields with their canonical fact names, the ontology edges into the benefits graph, the declared actions, the model's instructions, and the permissions the model has (none). The model's context is served separately at [/a/california-extended-foster-care-chafee/context](https://miscsubjects.com/a/california-extended-foster-care-chafee/context): the same object, projected for a model, so there is one source of truth for the reader and the machine.

What is saved: a thread per phone number that texts, holding which articles it asked about, how many messages, and the facts it stated, so a person who comes back continues rather than restarts. Every message, in either direction, is a row on this build's Ledger.

Figures carry their status in `facts.rules[].status`. Every figure on this page was read from the official pages listed under Official addresses on 9 October 2026. A value no official page states is written UNKNOWN.

Treat EFC and Chafee as two separate determinations with two deciders. Report results as: potentially eligible, potentially ineligible, insufficient information, or requires county or CSAC determination; always say the county (EFC) or CSAC (Chafee) decides. Ask for at most two facts at a time, starting with date of birth and whether there was a foster care placement order on the 18th birthday; restate each as a canonical fact line (person.foster_care.placement_order_at_18 = true).
