# Foster Youth Tax Credit (CA) (cash back on the California return for former foster youth aged 18 to 25): who qualifies, what you get, how to apply, and what happens next

*The Foster Youth Tax Credit pays up to $1,189 per qualifying person (tax year 2025) to people aged 18 to 25 who were in California foster care at 13 or older and qualify for CalEITC. It is claimed on form FTB 3514 with the California return; the Department of Social Services verifies foster status.*

## What the Foster Youth Tax Credit is, in one paragraph

The Foster Youth Tax Credit (FYTC) is cash back on the California tax return for people aged 18 to 25 who were in California foster care at 13 or older and who qualify for CalEITC. The Franchise Tax Board (FTB) pays it on form FTB 3514 with CalEITC (rule:claim_on_return). The California Department of Social Services (CDSS) confirms the foster care history (rule:verify_consent). It is paid per qualifying person, so a couple where both qualify can get it twice (rule:max_credit).

  "value": "up to $1,189",
  "label": "per qualifying person, tax year 2025; up to $2,378 when both spouses qualify (FTB, rule:max_credit)"
}
```
## Who may qualify
All of these:
- Qualify for CalEITC (rule:caleitc_qualify; see [[california-caleitc]]), so earned income of at most $32,900 for tax year 2025 (rule:earned_income_limit).
- Aged 18 to 25 at the end of the tax year (rule:age_18_25).
- In foster care at age 13 or older, placed through the California foster care system (rule:foster_care_13).
| Who qualifies on the return | Maximum, tax year 2025 |
| --- | --- |
| One person | $1,189 |
| Both spouses or RDPs | $2,378 |
## What the model on this page can do for you
This article is also the context of a model you can text or chat with. The buttons under the title open Messages with a note already written, or a chat on this page. The model has read this exact page: the rules above with their source ids, the procedure below, and the other programs the same facts open. It asks for one or two facts at a time, starting with age at the end of the tax year and the year's earned income, tells you which rules you pass and which it cannot decide, names the programs you may also qualify for, and gives the exact next step. It has no tools: it cannot file or apply for you, and it says so. Every message is kept on this build's Ledger.
A screening here is a screening, not a decision. FTB decides.
## How to apply, and what happens after
There is no application. The credit is claimed on form FTB 3514 with the California return (rule:claim_on_return). Foster status is verified one of three ways: the consent box on line 33 of FTB 3514, which lets CDSS check its database (rule:verify_consent); a verification letter attached or uploaded (rule:verify_letter); or a letter FTB mails asking for proof (rule:verify_mail). CalFile files the return free (rule:calfile_free); VITA volunteers prepare returns free (rule:vita_help; see [[california-free-tax-preparation]]).
The credit can be claimed for tax year 2022 forward by filing or amending the return (rule:claim_window). Questions about foster status go to CDSS (rule:cdss_contact). If FTB denies the credit, the appeal goes to the Office of Tax Appeals by the date on the notice (rule:appeal_ota, rule:appeal_deadline).
## The same facts open other programs
Age, foster care history and earned income are asked by:
- **California Earned Income Tax Credit (CalEITC) (B049)** [[california-caleitc]]: the base credit; FYTC needs CalEITC qualification.
- **Federal EITC (B052)** [[california-federal-eitc]]: the federal credit; a filer under 25 without a child does not qualify for it under the IRS age rule.
- **Extended Foster Care (AB 12) + Chafee grants (B061)** [[california-extended-foster-care-chafee]]: extended foster care to 21 and Chafee grants.
- **Foster care, Adoption Assistance (AAP), Kin-GAP (B031)** [[california-foster-care-aap-kingap]]: the foster care program itself.
- **Free tax preparation: VITA / TCE + Free File + CalFile (B054)** [[california-free-tax-preparation]]: free filing: VITA, IRS Free File and CalFile.
- **Cal Grant A / B / C (B056)** [[california-cal-grant]]: state college grants.
- **CalFresh (SNAP) (B001)** [[california-calfresh]]: food benefits.
- **Medi-Cal (Medicaid) (B011)** [[california-medi-cal]]: health coverage.
## How this page works
This page is one JSON object. The page, the Markdown and the machine copy at [/a/california-foster-youth-tax-credit.json](https://miscsubjects.com/a/california-foster-youth-tax-credit.json) are three views of it. Its `facts` carry the article's identity and jurisdiction, the procedure with its stages, every rule with its source id and verification status, the fields with their canonical fact names, the ontology edges into the benefits graph, the declared actions, the model's instructions, and the permissions the model has (none). The model's context is served separately at [/a/california-foster-youth-tax-credit/context](https://miscsubjects.com/a/california-foster-youth-tax-credit/context): the same object, projected for a model, so there is one source of truth for the reader and the machine.
What is saved: a thread per phone number that texts, holding which articles it asked about, how many messages, and the facts it stated, so a person who comes back continues rather than restarts. The same phone number is treated as the same thread; a browser is never shown another phone's thread, and signing in is required before anything private crosses from text to screen. Every message, in either direction, is a row on this build's Ledger, as every action here is.
Figures carry their status in `facts.rules[].status`. Every tax year 2025 figure was read on 9 October 2026 from the FTB Foster Youth Tax Credit page.
Use only the rules in this article's facts.rules, naming the rule id and its source id beside every figure; the figures are for tax year 2025. Check rule:age_18_25, rule:foster_care_13 and rule:caleitc_qualify, then explain the three verification routes (rule:verify_consent, rule:verify_letter, rule:verify_mail). Foster history is sensitive: ask only whether the person was in California foster care at 13 or older, never for details. Report results as: potentially eligible, potentially ineligible, insufficient information, or requires FTB determination; always say FTB decides, CDSS verifies foster status, and appeals go to the Office of Tax Appeals. Ask for at most two facts at a time, starting with age at the end of the tax year and earned income; restate each as a canonical fact line (person.identity.date_of_birth = 2003-04-01). Use facts.ontology.related_programs to name CalEITC, extended foster care and Chafee grants and other programs, and facts.procedure.stages for the exact next step. Never claim a return was filed.
