# Golden State Stimulus / one-time payments - HISTORICAL (California's 2021-22 stimulus payments, now ended): who qualified, what was paid, how it worked, and what happens now

*The Golden State Stimulus I and II were one-time California payments to certain 2020 tax filers; FTB issued no payment after 15 July 2022 and there is no way to claim one now. The later Middle Class Tax Refund also ended, its cards expiring 30 April 2026. Current cash back from FTB comes through CalEITC on the tax return.*

## What the Golden State Stimulus was, in one paragraph

The Golden State Stimulus (GSS I and GSS II) was a one-time California payment, made through the Franchise Tax Board (FTB), to certain people who filed 2020 California tax returns (rule:who_was_paid), to support low- and middle-income Californians and those hit by COVID-19 (rule:purpose). **It is over.** FTB states both rounds are complete and no GSS payment has been issued since 15 July 2022 (rule:program_ended, rule:last_payment). A later one-time payment, the Middle Class Tax Refund, ran from October 2022 to January 2023 and has also ended (rule:mctr_one_time, rule:mctr_ended).

## Who may qualify

No one, now. There is no application, claim or late filing route (rule:no_application).

| Payment | When | Status | Rule |
| --- | --- | --- | --- |
| GSS I | for 2020 returns | ended; 4.6 million payments, $2.8 billion | rule:results |
| GSS II | for 2020 returns | ended; 8.3 million payments, $6 billion | rule:results |
| Middle Class Tax Refund | Oct 2022 to Jan 2023 | ended; cards expired 30 April 2026 | rule:mctr_ended |

Individual payment amounts are not on the FTB page fetched and are UNKNOWN here.

## What the model on this page can do for you

This article is also the context of a model you can text or chat with. The buttons under the title open Messages with a note already written, or a chat on this page. The model has read this exact page: the rules above with their source ids, the procedure below, and the other programs the same facts open. It asks for one or two facts at a time, starting with whether the question is about a past payment or about cash back now, tells you which rules you pass and which it cannot decide, names the programs you may also qualify for, and gives the exact next step. It has no tools: it cannot file or apply for you, and it says so. Every message is kept on this build's Ledger.

A screening here is a screening, not a decision. FTB decides.

## How to apply, and what happens after

There is nothing to apply for. For former Middle Class Tax Refund card holders: the cards expired 30 April 2026, leftover funds return to the State General Fund, and the transaction-history download at MCTRpayment.com closed 31 July 2026 (rule:mctr_ended, rule:mctr_funds_returned, rule:mctr_history_deadline). FTB cannot reissue MCTR payments after 31 May 2024 (rule:mctr_no_reissue).

No FTB page names a successor (rule:successor). The cash back FTB pays today comes through the tax return as CalEITC: see [[california-caleitc]], [[california-young-child-tax-credit]] and [[california-foster-youth-tax-credit]]. No appeal process is stated (rule:appeal_none).

## The same facts open other programs

A person who filed a 2020 return to get this payment can collect these each year on a filed return:

- **California Earned Income Tax Credit (CalEITC) (B049)** [[california-caleitc]]: California cash back for workers earning up to $32,900 (tax year 2025).
- **Young Child Tax Credit (CA) (B050)** [[california-young-child-tax-credit]]: California credit for a child under 6.
- **Foster Youth Tax Credit (CA) (B051)** [[california-foster-youth-tax-credit]]: California credit for former foster youth.
- **Federal EITC (B052)** [[california-federal-eitc]]: the federal earned income credit.
- **Free tax preparation: VITA / TCE + Free File + CalFile (B054)** [[california-free-tax-preparation]]: free filing: VITA, IRS Free File and CalFile.

## How this page works

This page is one JSON object. The page, the Markdown and the machine copy at [/a/california-golden-state-stimulus.json](https://miscsubjects.com/a/california-golden-state-stimulus.json) are three views of it. Its `facts` carry the article's identity and jurisdiction, the procedure with its stages, every rule with its source id and verification status, the fields with their canonical fact names, the ontology edges into the benefits graph, the declared actions, the model's instructions, and the permissions the model has (none). The model's context is served separately at [/a/california-golden-state-stimulus/context](https://miscsubjects.com/a/california-golden-state-stimulus/context): the same object, projected for a model, so there is one source of truth for the reader and the machine.

What is saved: a thread per phone number that texts, holding which articles it asked about, how many messages, and the facts it stated, so a person who comes back continues rather than restarts. The same phone number is treated as the same thread; a browser is never shown another phone's thread, and signing in is required before anything private crosses from text to screen. Every message, in either direction, is a row on this build's Ledger, as every action here is.

Figures carry their status in `facts.rules[].status`. This program is historical (`facts.article.program_status`). Its end dates were read on 9 October 2026 from FTB's state-managed programs pages.
