# HOPWA (housing help for people living with HIV/AIDS): who qualifies, what you get, how to apply, and what happens next

*HOPWA pays for rental assistance, short-term rent, mortgage and utility help, and supportive housing for low-income people living with HIV and their families. In California, 40 mid-size and rural counties are served through the state Office of AIDS and the other 18 through local HUD grantees. People apply through the local HOPWA provider.*

## What HOPWA (Housing Opportunities for Persons With AIDS) is, in one paragraph

HOPWA, Housing Opportunities for Persons With AIDS, is a HUD program that pays for housing help for low-income people living with HIV and their families (rule:who_eligible). It can pay rental assistance, short-term rent, mortgage and utility bills to prevent homelessness, and supportive housing, always with supportive services (rule:strmu, rule:rental_assistance, rule:services_required). In California the state Office of AIDS funds providers in 40 mid-size and rural counties; the other 18 counties are served by local HUD grantees (rule:ca_40_counties, rule:ca_other_18). What is offered differs by county.

## Who may qualify

| Test | Line | Rule |
|---|---|---|
| Diagnosis | Medically diagnosed with HIV/AIDS (the person and their family are eligible) | rule:who_eligible, rule:eligible_person |
| Income | At or below 80% of area median income | rule:income_80 |
| Housing (California Office of AIDS counties) | Homeless or at risk of homelessness | rule:ca_three_tests |

Housing information is open to anyone with HIV/AIDS and their family at any income (rule:info_any_income). A person who does not qualify may get housing services through the HIV Care Program (rule:hcp_alternative).

**Rent.** In HOPWA rental assistance the person pays the higher of 30% of monthly adjusted income or 10% of monthly income, or the welfare housing amount (rule:resident_rent, rule:resident_rent_10). Short-term rent, mortgage and utility payments cover no more than 21 weeks in any 52 (rule:strmu_21_weeks).

## What the model on this page can do for you

This article is also the context of a model you can text or chat with. The buttons under the title open Messages with a note already written, or a chat on this page. The model has read this exact page: the rules above with their source ids, the procedure below, and the other programs the same facts open. It asks for one or two facts at a time, tells you which rules you pass and which it cannot decide, names the programs you may also qualify for, and gives the exact next step. It has no tools: it cannot apply for you, and it says so. Every message is kept on this build's Ledger.

A screening here is a screening, not a decision. The local HOPWA provider decides.

## How to apply, and what happens after

Go to the **local HOPWA provider** for the county: the Office of AIDS provider list for its 40 counties, or the HUD Exchange grantee for the other 18. Ask an HIV care provider or case manager to refer.

| Stage | What happens | Deadline | What loses people the help |
|---|---|---|---|
| Intake | Diagnosis, income and housing status checked | As soon as a rent, mortgage or shut-off notice arrives | Waiting until after a court case starts |
| Help | Payments to landlord, lender or utility, or a rental subsidy | Short-term help up to 21 weeks in 52 | Running out of short-term weeks |
| Reexamination | Income and household reviewed | Every 12 months (rule:annual_reexam) | Missed review |
| Grievance | Under the provider's policy | UNKNOWN | Not asking |

## The same facts open other programs

Diagnosis, income, housing status and county are the facts a HOPWA provider asks. The same facts open:

- **HIV/AIDS services: Ryan White + ADAP (B078)**: HIV medical care and drug assistance; the HIV Care Program also funds housing services. [[california-ryan-white-adap]]
- **Continuum of Care shelters + Coordinated Entry (B079)**: shelter and housing referrals for people who are homeless. [[california-continuum-of-care-coordinated-entry]]
- **Housing Choice Voucher (Section 8) (B035)**: a long-term voucher. [[california-housing-choice-voucher]]
- **Medi-Cal (Medicaid) (B011)**: health coverage. [[california-medi-cal]]
- **CalFresh (SNAP) (B001)**: food benefits from the same income facts. [[california-calfresh]]
- **SSI + California SSP (B023)**: disability income. [[california-ssi-ssp]]

Those connections are read from [[california-benefits-graph|the California benefits graph]], the object that holds all 80 programs, the life events that trigger them and the facts they share.

## How this page works

This page is one JSON object. The page, the Markdown and the machine copy at [/a/california-hopwa.json](https://miscsubjects.com/a/california-hopwa.json) are three views of it. Its `facts` carry the article's identity and jurisdiction, the procedure with its stages, every rule with its source id and verification status, the household fields with their canonical fact names, the ontology edges into the benefits graph, the declared actions, the model's instructions, and the permissions the model has (none). The model's context is served separately at [/a/california-hopwa/context](https://miscsubjects.com/a/california-hopwa/context).

What is saved: a thread per phone number that texts, holding which articles it asked about, how many messages, and the facts it stated, so a person who comes back continues rather than restarts. Every message, in either direction, is a row on this build's Ledger.

Every rule in `facts.rules` was read on 9 October 2026 from HUD Exchange, HUD's program descriptions, the California Department of Public Health HOPWA page and 24 CFR part 574. Each grantee's grievance process is UNKNOWN here.
