# Housing Choice Voucher (Section 8) (rent help paid to a private landlord): who qualifies, what you get, how to apply, and what happens next

*The Housing Choice Voucher, known as Section 8, pays part of the rent on a home a low-income family chooses, with the payment going to the landlord. Families apply to their local Public Housing Agency when its waiting list is open. This page carries the income rules, the rent share, the deadlines and the review rights with their official sources.*

## What Housing Choice Voucher (Section 8) is, in one paragraph

The Housing Choice Voucher, called Section 8, pays part of a family's rent on a home it chooses in the private market. The family pays a share based on its income, and the housing agency pays the rest of the rent, up to a local payment standard, directly to the landlord (rule:hap). HUD funds the program. Local Public Housing Agencies run it: each takes its own applications, keeps its own waiting list and decides who is admitted. Waiting lists are long and often closed, so the application is usually an event that happens when a list opens.

```
## Who may qualify
Three things decide it: **income for the area**, **citizenship or eligible status**, and the **PHA's own screening**.
**Income.** Families must generally be very low income, at or below 50% of the area median income, and most admissions go to extremely low income families (rule:income_vli, rule:income_eli_definition). At least 75% of the families each PHA admits from its waiting list in a year must be extremely low income (rule:eli_targeting_75). HUD sets the dollar limits for each area and family size every year; the PHA uses the limit for the place the family will live.
| Test | Line | Rule |
|---|---|---|
| Very low income | 50% of area median income | rule:income_vli |
| Extremely low income | 30% of area median income, or the poverty guideline if higher | rule:income_eli_definition |
| Admissions reserved for extremely low income | 75% of each year's admissions | rule:eli_targeting_75 |
**Status.** Applicants must be U.S. citizens or eligible non-citizens, and the head of household needs a valid Social Security number (rule:citizenship, rule:ssn_head). Some crimes can make an applicant ineligible (rule:criminal_history).
## What the model on this page can do for you
This article is also the context of a model you can text or chat with. The buttons under the title open Messages with a note already written, or a chat on this page. The model has read this exact page: the rules above with their source ids, the procedure below, and the other programs the same facts open. It asks for one or two facts at a time, tells you which rules you pass and which it cannot decide, names the programs you may also qualify for, and gives the exact next step. It has no tools: it cannot apply for you, and it says so. Every message is kept on this build's Ledger.
A screening here is a screening, not a decision. The Public Housing Agency decides.
## How to apply, and what happens after
Apply at the **local Public Housing Agency**, not at HUD (rule:apply_at_pha). Each PHA keeps its own list, and a family may apply to several; it does not need to live in a PHA's area to apply there, but that PHA may require it to live there for the first 12 months (rule:multiple_waitlists, rule:residency_12_months).
| Stage | What happens | Deadline | What loses people the voucher |
|---|---|---|---|
| Waiting list | Apply when the PHA's list opens; keep address and phone current | Window set by the PHA | Removal from the list after a missed letter (rule:keep_contact) |
| Selection | PHA verifies income and household; voucher briefing | When reached | Missed briefing |
| Search | Find a unit and submit the Request for Tenancy Approval | 60 to 120 days (rule:search_time) | Voucher expiring; ask for an extension before it does |
| Inspection | Unit must pass; safety repairs within 24 hours, others typically 30 days | rule:inspection_repairs | Unit fails and the landlord does not repair |
| Ongoing | Report income and household changes; yearly recertification | Every 12 months (rule:annual_recert) | Unreported changes; missed recertification |
| Review | Written request for an informal review or hearing | Typically 10 to 14 days (rule:review_deadline) | Missing the window |
## The same facts open other programs
Household size, annual income, county and citizenship are the facts a PHA asks first. The same facts open:
- **Public housing + project-based rental assistance (B036)**: the same PHAs run public housing lists; a PHA must offer its other lists to an applicant. [[california-public-housing]]
- **Emergency Housing Vouchers (EHV) - legacy (B069)**: Emergency Housing Vouchers became regular vouchers in 2026. [[california-emergency-housing-vouchers]]
- **Continuum of Care shelters + Coordinated Entry (B079)**: people who are homeless are referred to housing through the county's Coordinated Entry. [[california-continuum-of-care-coordinated-entry]]
- **Legal aid: eviction defense & benefits advocacy (B042)**: legal aid for eviction and voucher terminations. [[california-legal-aid-eviction-benefits]]
- **CalFresh (SNAP) (B001)**: the same household and income facts. [[california-calfresh]]
- **Medi-Cal (Medicaid) (B011)**: the same household and income facts. [[california-medi-cal]]
Those connections are read from [[california-benefits-graph|the California benefits graph]], the object that holds all 80 programs, the life events that trigger them and the facts they share.
## How this page works
This page is one JSON object. The page, the Markdown and the machine copy at [/a/california-housing-choice-voucher.json](https://miscsubjects.com/a/california-housing-choice-voucher.json) are three views of it. Its `facts` carry the article's identity and jurisdiction, the procedure with its stages, every rule with its source id and verification status, the household fields with their canonical fact names, the ontology edges into the benefits graph, the declared actions, the model's instructions, and the permissions the model has (none). The model's context is served separately at [/a/california-housing-choice-voucher/context](https://miscsubjects.com/a/california-housing-choice-voucher/context).
What is saved: a thread per phone number that texts, holding which articles it asked about, how many messages, and the facts it stated, so a person who comes back continues rather than restarts. Every message, in either direction, is a row on this build's Ledger.
Every rule in `facts.rules` was read on 9 October 2026 from HUD's tenant page or the federal regulations at 24 CFR parts 5 and 982. The dollar income limits for each California county are published by HUD each year and are not carried here; `facts.fiscal_year` says so.
Ask for at most two facts at a time, starting with household size and annual income; restate each as a canonical fact line (household.size = 3).
