# An immigration status change or a mixed-status family in California: what to do first, deadlines, documents, and which benefits open

*How benefits work in a mixed-status California household: each member is screened alone, several state-funded programs serve people barred from federal ones, and USCIS generally does not count noncash benefits in public charge decisions. Each rule has its official source.*

## What happens when a household has members with different immigration statuses

A household includes members with different immigration statuses, or a member's status changes. Programs screen each member separately; several state programs exist for people federal programs exclude. This page lists what to file first, the deadlines the agencies state, the documents they name, and the programs the event opens. Each deadline and each rule carries the id of the official page it was read from on 2026-10-09; a rule no official page stated reads UNKNOWN.

## Deadlines that cost money or coverage when missed

| Program | Deadline | Days | Counted from | Source |
|---|---|---|---|---|
| B002 California Food Assistance Program (CFAP) | CFAP expansion to people 55 and older regardless of immigration status: anticipated October 1, 2027. | | state implementation date | s_cdss_cfap_2027 |
| B012 Covered California premium tax credits (APTC) | Gaining citizenship, national status or lawful presence opens Covered California enrollment, usually for 60 days. | 60 | the date status is gained | s_coveredca_60 |

## Documents to gather

- Immigration documents for each member who applies (B002, B011, B024; s_cdss_capi_status)

## Programs this event opens

- [[california-universal-school-meals]] (B004): School meals are free to every TK-12 student who requests one, regardless of meal eligibility; SUN Bucks does not affect immigration status. (s_cde_meals)
- [[california-medi-cal]] (B011): Medi-Cal can be applied for any time of year; the immigrant categories were not readable on DHCS pages today. (s_dpss_medi_anytime)
- [[california-capi]] (B024): CAPI pays monthly cash to aged, blind or disabled noncitizens ineligible for SSI/SSP only because of immigration status. (s_cdss_capi)
- [[california-tcvap]] (B033): TCVAP gives cash aid, food, employment services and health care to eligible noncitizen victims of trafficking, domestic violence and other serious crimes. (s_dpss_tcvap)

## How this page works

This page is one JSON object. The page, the Markdown and the machine copy at [/a/california-life-event-immigration-status-change-mixed-status-fear.json](https://miscsubjects.com/a/california-life-event-immigration-status-change-mixed-status-fear.json) are three views of it. Its `facts` carry the event, the first actions, the deadlines with the day the count starts, the documents, the programs the event opens with the rule behind each, the facts to collect with their canonical names, the ontology edges into [[california-benefits-graph|the California benefits graph]], the declared actions, the model's instructions and its permissions (none). The model's context is served at [/a/california-life-event-immigration-status-change-mixed-status-fear/context](https://miscsubjects.com/a/california-life-event-immigration-status-change-mixed-status-fear/context).

The graph's notes for this event were unverified. Each was checked against an official page or dropped. A screening here is a screening, not a decision: the agency decides.
