# Lifeline (federal) + California LifeLine (phone discount) (discounted home and cell phone service): who qualifies, what you get, how to apply, and what happens next

*Lifeline (federal) and California LifeLine (state) discount one home phone or cell phone per household for households enrolled in programs like Medi-Cal or CalFresh, or with income under a limit. In California the discount comes through a participating phone company and the California LifeLine Administrator. Apply through the phone company or at californialifeline.com.*

## What Lifeline and California LifeLine is, in one paragraph

Two programs discount one phone line per household. **Federal Lifeline**, run by USAC for the FCC, gives up to $9.25 a month toward phone or internet service, up to $34.25 on Tribal lands (rule:federal_benefit). **California LifeLine**, run by the CPUC, discounts a home phone or a cell phone by up to $19.00 a month and cuts the connection and conversion fees (rule:ca_specific_support, rule:ca_one_time). In California a household signs up through a participating phone company and the California LifeLine Administrator decides (rule:what_it_is).

  "value": "Up to $19.00 a month",
  "label": "California LifeLine discount on a home or cell phone, specific support amount effective 1 January 2024 (CPUC, rule:ca_specific_support)"
}
```
## Who may qualify
**One discounted phone per household** (rule:one_per_household).
**A program.** If anyone in the household is enrolled in Medi-Cal, CalFresh, SSI, WIC, LIHEAP, Section 8 or public housing, National School Lunch, CalWORKs/TANF or a listed Tribal or veterans program, the household qualifies (rule:ca_program_based, rule:federal_programs).
**Income.** California LifeLine's limits, total annual gross income of everyone in the household, 1 June 2026 to 31 May 2027 (rule:ca_income):
| People in the household | Yearly income at or below |
| --- | --- |
| 1 | $24,600 |
| 2 | $33,300 |
| 3 | $42,100 |
| 4 | $50,800 |
| Each additional person | add $8,700 |
The federal Lifeline test is 135% of the 2026 poverty guidelines: $21,546 for one person, $44,550 for four, add $7,668 for each additional person (rule:federal_income).
## What the model on this page can do for you
This article is also the context of a model you can text or chat with. The buttons under the title open Messages with a note already written, or a chat on this page. The model has read this exact page: the rules above with their source ids, the procedure below, and the other programs the same facts open. It asks for one or two facts at a time, starting with the programs anyone in the household is enrolled in, then household size and yearly income, tells you which rules you pass and which it cannot decide, names the programs you may also qualify for, and gives the exact next step. It has no tools: it cannot apply for you, and it says so. Every message is kept on this build's Ledger.
A screening here is a screening, not a decision. The California LifeLine Administrator decides.
## How to apply, and what happens after
Ask a **participating phone company** for LifeLine service; the California LifeLine Administrator sends the application, online or on paper, at [californialifeline.com](https://www.californialifeline.com). Send **copies** of proof with the signed form: a program card or letter, the front page of last year's tax return, or pay stubs for 3 consecutive months within the past 12 (rule:proof_required). Return it by the due date printed on it (rule:due_dates).
New applicants pay regular rates until approved; the discount is then credited back (rule:approval_first). After a wireless request, a household cannot ask another company for up to 30 days unless the request ends first (rule:enrollment_freeze).
**Every year** the renewal arrives in a pink envelope on the anniversary date; not renewing ends the discount (rule:ca_renewal, rule:federal_recert).
**If denied or dropped**, call the CPUC Consumer Affairs Branch at 1-800-649-7570 (rule:appeal). A form that was late, unsigned or missing the date of birth or Social Security digits cannot be appealed; apply again.
## The same facts open other programs
The facts LifeLine asks for, programs enrolled in, household size and yearly income, are the same facts that open:
- **Medi-Cal (B011)**: [[california-medi-cal]]
- **CalFresh (B001)**: [[california-calfresh]]
- **SSI (B023)**: [[california-ssi-ssp]]
- **LIHEAP (B045)**: [[california-liheap]]
- **WIC (B003)**: [[california-wic]]
- **School meals (B004)**: [[california-universal-school-meals]]
- **CalWORKs (B021)**: [[california-calworks]]
- **Section 8 (B035)**: [[california-housing-choice-voucher]] and **public housing (B036)**: [[california-public-housing]]
- **VA pension (B029)**: [[california-va-pension-aid-attendance]]; the Veterans and Survivors Pension Benefit qualifies.
- **Head Start (B058)**: [[california-head-start]]; Tribal Head Start only.
- **Affordable Connectivity Program (B048)**: [[california-affordable-connectivity-program]], the ended federal internet discount; Lifeline is the federal discount that remains.
Enrollment in any of these, except the ended ACP and non-Tribal Head Start, qualifies the household for LifeLine.
## How this page works
This page is one JSON object. The page, the Markdown and the machine copy at [/a/california-lifeline-phone.json](https://miscsubjects.com/a/california-lifeline-phone.json) are three views of it. Its `facts` carry the article's identity and jurisdiction, the procedure with its stages, every rule with its source id and verification status, the fields with their canonical fact names, the ontology edges into the benefits graph, the declared actions, the model's instructions, and the permissions the model has (none). The model's context is served separately at [/a/california-lifeline-phone/context](https://miscsubjects.com/a/california-lifeline-phone/context): the same object, projected for the model. Every number on this page is in `facts.rules` with a source id; every source carries the exact words copied from the official page and the hash of that page as the verifier fetched it. The graph above it, [[california-benefits-graph]], holds the programs, the life events and the shared facts this article links into.
