# Older Americans Act meals (Meals on Wheels / congregate) (free group meals and home-delivered meals for Californians 60 and older): who qualifies, what you get, how to apply, and what happens next

*Older Americans Act meals give Californians 60 and older, and their spouses, meals in a group setting or delivered at home, in all 58 counties, through 33 Area Agencies on Aging. There is no income test; contributions are voluntary and no one is refused a meal for not paying. Home delivery is for people 60+ who have trouble leaving home or shopping and cooking; you start by calling the county Area Agency on Aging.*

## What Senior Nutrition Program is, in one paragraph

The Senior Nutrition Program, called the Older Californians Nutrition Program in California, is the Older Americans Act meal program. It has two parts: congregate meals, served in a group setting such as a senior center, and home-delivered meals, often called Meals on Wheels. The California Department of Aging runs it through 33 Area Agencies on Aging in all 58 counties. There is no income test. Participants are asked for a voluntary contribution, and no eligible person is refused a meal for not giving one. Home delivery comes with a wellness check from the person bringing the meal.

}
```
## Who may qualify
The question is **age**, then **which meal program**.
**Congregate meals**: people 60 or older (rule:age_60), their spouses at any age (rule:spouse), and people with disabilities who live at a site where meals are served (rule:disabled_at_site).
**Home-delivered meals**: people 60 or older who have limited ability to leave home without help, or to shop for and prepare meals (rule:hdm_eligibility); a spouse of a participant; a person with a disability who lives with a participant (rule:disabled_at_home). Each Area Agency on Aging may add criteria.
**Income**: no income limit is stated, and no one is refused a meal for not contributing (rule:no_income_test).
## What the model on this page can do for you
This article is also the context of a model you can text or chat with. The buttons under the title open Messages with a note already written, or a chat on this page. The model has read this exact page: the rules above with their source ids, the procedure below, and the other programs the same facts open. It asks for one or two facts at a time, starting with date of birth and county, then whether it is hard to leave home or to shop and cook, tells you which rules you pass and which it cannot decide, names the programs you may also qualify for, and gives the exact next step. It has no tools: it cannot apply for you, and it says so. Every message is kept on this build's Ledger.
A screening here is a screening, not a decision. The Area Agency on Aging decides.
## How to apply, and what happens after
Contact the Area Agency on Aging for your county (rule:apply_aaa). Find it on the CDA [county page](https://www.aging.ca.gov/Find_Services_in_My_County/) or by calling 800-510-2020 (rule:find_aaa). Outside California, the Eldercare Locator answers at 1-800-677-1116 (rule:eldercare_locator).
| Stage | What happens | Deadline | What stops people getting meals |
|---|---|---|---|
| Screen | Age 60+, spouse, or disability; for home delivery, difficulty leaving home or cooking | Minutes | Thinking it costs money |
| Contact | Call the county AAA or the meal site | Same day | Calling the wrong county |
| Assessment | Home delivery: the provider assesses need; nutrition screening (rule:screening) | Not stated | Understating daily limits |
| Meals | Group meals, or at least five delivered a week with a wellness check (rule:hdm_five) | Weekly | Missed deliveries |
| Renewal, appeal | Not stated on the pages fetched (rule:renewal, rule:appeal) | UNKNOWN | UNKNOWN |
## The same facts open other programs
The facts this program asks for, date of birth, county and whether it is hard to leave home or cook, are the facts that open:
- **CalFresh (SNAP) (B001)**: CalFresh pays for groceries; a person 60+ is screened with household size and income. [[california-calfresh]]
- **CalFresh Restaurant Meals Program (B009)**: CalFresh recipients 60+ can use benefits for prepared meals at participating restaurants. [[california-calfresh-restaurant-meals]]
- **Senior Farmers' Market Nutrition Program (B008)**: The same Area Agency on Aging signs people up for the $50 senior farmers’ market card. [[california-senior-farmers-market-nutrition]]
- **Commodity Supplemental Food Program (CSFP) (B007)**: A monthly USDA food box for people 60+ with income at or below 150%. [[california-csfp]]
- **Home-delivered groceries / medically tailored meals (CalAIM Community Support) (B074)**: Medi-Cal plans can contract Area Agencies on Aging and home-delivered meal providers for medically tailored meals. [[california-medically-tailored-meals]]
- **In-Home Supportive Services (IHSS) (B015)**: In-home help for a person who cannot cook or leave home; the same facts about daily limits. [[california-ihss]]
Those connections are read from [[california-benefits-graph|the California benefits graph]], the object that holds all 80 programs, the life events that trigger them and the facts they share.
## How this page works
This page is one JSON object. The page, the Markdown and the machine copy at [/a/california-older-americans-act-meals.json](https://miscsubjects.com/a/california-older-americans-act-meals.json) are three views of it. Its `facts` carry the article's identity and jurisdiction, the procedure with its stages, every rule with its source id and verification status, the fields a screening asks for with their canonical fact names, the ontology edges into the benefits graph, the declared actions, the model's instructions, and the permissions the model has (none). The model's context is served separately at [/a/california-older-americans-act-meals/context](https://miscsubjects.com/a/california-older-americans-act-meals/context): the same object, projected for a model, so there is one source of truth for the reader and the machine.
What is saved: a thread per phone number that texts, holding which articles it asked about, how many messages, and the facts it stated, so a person who comes back continues rather than restarts. The same phone number is treated as the same thread; a browser is never shown another phone's thread, and signing in is required before anything private crosses from text to screen. Every message, in either direction, is a row on this build's Ledger.
Figures carry their status in `facts.rules[].status`. The age line, the spouse and disability rules, the five-meal minimum, the 33 Area Agencies and the voluntary-contribution rule were fetched and verified on 9 October 2026. Processing time, renewal, reporting and appeal rules are not stated on the CDA or ACL pages fetched; they are UNKNOWN.
Use only the rules in this article's facts.rules, naming the rule id and its source id beside every figure. There is no income test and no required payment; contributions are voluntary. Home-delivered meals need limited ability to leave home or prepare meals, and each AAA may add criteria. Renewal, reporting and appeal rules are UNKNOWN on the pages fetched; say so. Report results as: potentially eligible, potentially ineligible, insufficient information, or requires the Area Agency on Aging determination; always say the Area Agency on Aging decides. Ask for at most two facts at a time, starting with date of birth and county, then whether it is hard to leave home or to shop and cook; restate each as a canonical fact line (for example person.identity.date_of_birth = 1958-04-02). Use facts.ontology.related_programs to name other programs the same facts open, and facts.procedure.stages to give the exact next step with its deadline. The rules to use are: rule:age_60, rule:spouse, rule:disabled_at_site, rule:hdm_eligibility, rule:disabled_at_home, rule:no_income_test, rule:two_programs, rule:statewide, rule:aaa_33, rule:hdm_five, rule:wellness_checks, rule:screening, rule:apply_aaa, rule:find_aaa, rule:eldercare_locator, rule:renewal, rule:reporting, rule:appeal.
