# Federal Pell Grant (federal college grant that does not have to be repaid): who qualifies, what you get, how to apply, and what happens next

*The Federal Pell Grant is federal money for college or career school that does not have to be repaid, for undergraduates with exceptional financial need. The maximum for the 2026-27 award year is $7,395, and the amount depends on the Student Aid Index from the FAFSA. Apply by filing the FAFSA at StudentAid.gov; the school's financial aid office awards it.*

## What the Federal Pell Grant is, in one paragraph

The Federal Pell Grant is money from the U.S. Department of Education for college or career school that does not have to be repaid, except in certain circumstances. It goes to undergraduates with exceptional financial need who have not earned a bachelor's degree. There is no separate Pell application: the FAFSA is the application, and the school's financial aid office works out the amount from the Student Aid Index, the cost of attendance and the enrollment level. Every eligible student at a participating school receives the full amount they qualify for; the grant is not first-come, first-served.

## Who may qualify

Three things decide it.

**The student.** An undergraduate with exceptional financial need who has not earned a bachelor's, graduate or professional degree (rule:undergrad_need), who meets the basic federal aid rules: U.S. citizen or eligible noncitizen, enrolled in an eligible program, making satisfactory academic progress (rule:basic_eligibility).

**The FAFSA.** Need is the cost of attendance minus the Student Aid Index (rule:need_formula). There is no published income ceiling. Every required contributor must consent to the transfer of federal tax information, or the student is not eligible (rule:tax_consent).

**The limits.** The 2026-27 figures:

| Item | Value | Rule |
|---|---|---|
| Maximum award, 2026-27 | $7,395 | rule:max_award |
| Year-round Pell | up to 150% of the scheduled award | rule:year_round_150 |
| Lifetime limit | 12 full-time terms | rule:lifetime_12_terms |
| Schools at once | one | rule:one_school |

A student whose parent died on active duty in the armed forces or as a public safety officer may be eligible for the maximum (rule:parent_died_service).

## What the model on this page can do for you

This article is also the context of a model you can text or chat with. The buttons under the title open Messages with a note already written, or a chat on this page. The model has read this exact page: the rules above with their source ids, the procedure below, and the other programs the same facts open. It asks for one or two facts at a time, starting with whether you are an undergraduate without a bachelor's degree and the income on the tax return the FAFSA uses, tells you which rules you pass and which it cannot decide, names the programs you may also qualify for, and gives the exact next step. It has no tools: it cannot apply for you, and it says so. Every message is kept on this build's Ledger.

A screening here is a screening, not a decision. Your school's financial aid office decides.

## How to apply, and what happens after

File the **[FAFSA](https://studentaid.gov/h/apply-for-aid/fafsa)** at StudentAid.gov with an FSA ID. The FAFSA is also the application for Cal Grant, campus-based aid and federal loans. It must be filed again every year (rule:apply_fafsa).

| Stage | What happens | Who acts | What loses people the grant |
|---|---|---|---|
| Screen | Undergraduate, no bachelor's degree, citizenship or eligible status | Student | Assuming income is too high without filing |
| Apply | FAFSA with contributor consent for tax data | Student and contributors | A contributor who does not consent (rule:tax_consent) |
| Award | The school's aid offer shows the Pell amount | Financial aid office | Missing the school's verification requests |
| Paid | Credited to the school account or paid to the student each term (rule:issuance) | School | Dropping below the enrollment level the award assumed |
| Keep it | FAFSA every year; satisfactory academic progress | Student | A term below the school's progress standard (rule:sap_appeal) |

Pell stops after 12 full-time terms or a bachelor's degree (rule:lifetime_12_terms, rule:end_of_eligibility).

## The same facts open other programs

One FAFSA answers the opening questions of several programs:

- [[california-federal-student-aid-beyond-pell]] (B075): FSEOG, Work-Study and subsidized loans, from the same FAFSA, first-come at the school.
- [[california-cal-grant]] (B056): California's grant, from the same FAFSA filed by the state deadline.
- [[california-college-promise-grant]] (B057): the community college fee waiver; FAFSA need is one route to it.
- [[california-extended-foster-care-chafee]] (B061): Chafee grants for current and former foster youth also require the FAFSA.
- [[california-calfresh]] (B001): food benefits; students have their own CalFresh rules.
- [[california-free-tax-preparation]] (B054): the FAFSA reads federal tax data, so a filed tax return comes first.

Those connections are not written here by hand. They are read from [[california-benefits-graph|the California benefits graph]], the object that holds all 80 programs, the life events that trigger them and the facts they share. A model screening you for Pell Grant sees the same edges.

## How this page works

This page is one JSON object. The page, the Markdown and the machine copy at [/a/california-pell-grant.json](https://miscsubjects.com/a/california-pell-grant.json) are three views of it. Its `facts` carry the article's identity and jurisdiction, the procedure with its stages, every rule with its source id and verification status, the fields with their canonical fact names, the ontology edges into the benefits graph, the declared actions, the model's instructions, and the permissions the model has (none). The model's context is served separately at [/a/california-pell-grant/context](https://miscsubjects.com/a/california-pell-grant/context): the same object, projected for a model, so there is one source of truth for the reader and the machine.

What is saved: a thread per phone number that texts, holding which articles it asked about, how many messages, and the facts it stated, so a person who comes back continues rather than restarts. Every message, in either direction, is a row on this build's Ledger.

Figures carry their status in `facts.rules[].status`. Every figure on this page was read from the official pages listed under Official addresses on 9 October 2026. StudentAid.gov draws its pages in the browser from a JSON copy at the same address with `.json` added; this article cites those JSON copies because they hold the exact words. A value no official page states is written UNKNOWN.

There is no fixed income line: say the Student Aid Index from the FAFSA decides (rule:need_formula), and never estimate an SAI. Check rule:undergrad_need and rule:basic_eligibility first. Report results as: potentially eligible, potentially ineligible, insufficient information, or requires school determination; always say the school's financial aid office decides. Ask for at most two facts at a time, starting with enrollment status and whether a bachelor's degree was earned; restate each as a canonical fact line (education.enrollment.status = undergraduate). Use facts.ontology.related_programs to name other programs the same facts open (Cal Grant, the community college fee waiver, campus-based aid), and facts.procedure.stages to give the exact next step.
