# California Property Tax Postponement (deferring property tax for homeowners 62+, blind or disabled): who qualifies, what you get, how to apply, and what happens next

*The State Controller's Property Tax Postponement program pays the current year's property taxes for homeowners who are 62 or older, blind or disabled, with limited income and at least 40% equity, and takes a lien repaid with 5% simple interest when the home is sold or the owner moves. Applications go to the State Controller each year in a filing window; funding is first-come, first-served.*

## What Property Tax Postponement is, in one paragraph

Property Tax Postponement is run by the California State Controller. It pays the current year's property taxes on the home of an owner who is 62 or older, blind or disabled, and has limited income and enough equity (rule:what_it_is). It is not a grant: the State Controller records a lien, the postponed taxes accrue 5% simple interest a year, and the full amount is repaid when the home is sold, the owner moves, refinances, or dies without a qualifying person still living there (rule:must_repay, rule:interest_5, rule:lien, rule:due_events). Money is limited and goes first-come, first-served (rule:limited_funds).

```
## Who may qualify
| Test | Line (2025-26 cycle) | Rule |
|---|---|---|
| Age, blindness or disability | 62 or older by 31 December 2025, or blind, or disabled for 12 months or more | rule:age_blind_disabled, rule:age_by_date, rule:disability_12_months |
| Ownership | Own and live in the home as the main residence | rule:owner_occupant |
| Income | Total household income $55,181 or less in 2024 | rule:income_limit |
| Equity | At least 40% equity, all owners combined | rule:equity_40 |
| Mortgage | No reverse mortgage | rule:no_reverse_mortgage |
Past-due taxes are not paid by the program, but current-year taxes can still be postponed (rule:delinquent_not_paid); manufactured homes with past-due taxes do not qualify (rule:manufactured_delinquent). The 2026-27 income limit could not be read and is UNKNOWN here.
## What the model on this page can do for you
This article is also the context of a model you can text or chat with. The buttons under the title open Messages with a note already written, or a chat on this page. The model has read this exact page: the rules above with their source ids, the procedure below, and the other programs the same facts open. It asks for one or two facts at a time, tells you which rules you pass and which it cannot decide, names the programs you may also qualify for, and gives the exact next step. It has no tools: it cannot apply for you, and it says so. Every message is kept on this build's Ledger.
A screening here is a screening, not a decision. The State Controller's Office decides.
## How to apply, and what happens after
Mail the application to the **State Controller's Office** during the filing period. Applications are processed in the order received from 1 October (rule:filing_opens), and money runs out, so filing early matters (rule:limited_funds, rule:no_guarantee).
| Stage | What happens | Deadline | What loses people the postponement |
|---|---|---|---|
| File | Signed application and copies of documents by mail | 1 October to the postmark deadline (10 February 2026 for 2025-26, rule:filing_deadline) | Filing late in a first-come window |
| Missing documents | SCO writes asking for them | 30 days (rule:missing_30_days) | Losing the place in line |
| Waiting | Keep paying county installments (rule:pay_while_pending) | County due dates | County penalties |
| Approval | SCO pays the county; lien recorded; county refunds taxes already paid (rule:refund) | After approval | None |
| Next year | New application (rule:reapply_yearly) | Every cycle | Assuming it renews |
| Denial | Pay the county (rule:denied) | County due dates | Penalties |
## The same facts open other programs
Age, disability, home ownership and income are the facts this program asks. The same facts open:
- **USDA Rural housing: Section 502/504 + rental assistance (B038)**: USDA repair grants for rural homeowners 62 and over. [[california-usda-rural-housing]]
- **SSI + California SSP (B023)**: income support for people 65 and over, blind or disabled. [[california-ssi-ssp]]
- **Medicare Savings Programs (QMB / SLMB / QI / QDWI) (B013)**: Medicare cost help from the same age and income facts. [[california-medicare-savings-programs]]
- **CARE (California Alternate Rates for Energy) (B043)**: a discount on the electric bill. [[california-care-energy-discount]]
- **LIHEAP (energy assistance + crisis + weatherization referral) (B045)**: energy bill help. [[california-liheap]]
- **Legal aid: eviction defense & benefits advocacy (B042)**: legal help for homeowners and tenants. [[california-legal-aid-eviction-benefits]]
Those connections are read from [[california-benefits-graph|the California benefits graph]], the object that holds all 80 programs, the life events that trigger them and the facts they share.
## How this page works
This page is one JSON object. The page, the Markdown and the machine copy at [/a/california-property-tax-postponement.json](https://miscsubjects.com/a/california-property-tax-postponement.json) are three views of it. Its `facts` carry the article's identity and jurisdiction, the procedure with its stages, every rule with its source id and verification status, the household fields with their canonical fact names, the ontology edges into the benefits graph, the declared actions, the model's instructions, and the permissions the model has (none). The model's context is served separately at [/a/california-property-tax-postponement/context](https://miscsubjects.com/a/california-property-tax-postponement/context).
What is saved: a thread per phone number that texts, holding which articles it asked about, how many messages, and the facts it stated, so a person who comes back continues rather than restarts. Every message, in either direction, is a row on this build's Ledger.
Every rule in `facts.rules` was read on 9 October 2026 from the State Controller's Fiscal Year 2025-26 Property Tax Postponement application package. The State Controller's program page and the 2026-27 package served a bot check and could not be read, so the 2026-27 income limit and deadline are UNKNOWN; the 2025-26 figures are marked with their cycle.
Always explain that it is a lien with 5% simple interest that must be repaid (rule:must_repay, rule:interest_5, rule:due_events). Report results as: potentially eligible, potentially ineligible, insufficient information, or requires State Controller determination; always say the State Controller decides and that funds are first-come, first-served. Ask for at most two facts at a time, starting with age and income; restate each as a canonical fact line (household.income.annual = 41000).
