# Public housing and project-based rental assistance (subsidized apartments where rent follows income): who qualifies, what you get, how to apply, and what happens next

*Public housing is apartments owned by local housing agencies; project-based rental assistance subsidizes units in privately owned buildings. In both, the tenant's rent is set from income, usually 30% of adjusted income. People apply to the local housing agency or to each building's manager when the waiting list is open.*

## What Public housing and project-based rental assistance is, in one paragraph

Public housing is apartments and houses owned by a local housing agency (HA) and rented to low-income families, elderly people and people with disabilities (rule:who_served). Project-based rental assistance does the same in privately owned buildings: the subsidy belongs to the unit, so it stays when the tenant moves out (rule:pbv_tied_to_unit). In both, the tenant pays a rent set from income and the subsidy covers the rest. HUD funds both. Each HA or building keeps its own waiting list, and lists are often closed.

```
## Who may qualify
**Income.** Public housing admits low-income families, at or below 80% of the area median income; HUD also sets a very low-income line at 50% (rule:income_80_50). At least 40% of each year's admissions from the waiting list must be extremely low income (rule:eli_targeting_40). Project-based rental assistance is limited to very low-income families, at or below 50%, with a few units for low-income families (rule:pbra_income). Limits vary by area, so a household may qualify at one HA and not another (rule:limits_vary).
| Program | Income line | Rule |
|---|---|---|
| Public housing | 80% of area median income | rule:income_80_50 |
| Public housing, admissions reserved for extremely low income | 40% of each year's admissions | rule:eli_targeting_40 |
| Project-based rental assistance | 50% of area median income | rule:pbra_income |
**Who.** The HA looks at income, whether the household is elderly, disabled or a family, and citizenship or eligible status (rule:eligibility_basis). It checks references (rule:references) and sets its own preferences (rule:preferences).
**Rent.** Rent is the highest of 30% of monthly adjusted income, 10% of monthly income, welfare rent, or the HA's minimum rent of $25 to $50 (rule:total_tenant_payment). Adjusted income is annual income less $480 for each dependent and $400 for an elderly or disabled family (rule:deductions).
## What the model on this page can do for you
This article is also the context of a model you can text or chat with. The buttons under the title open Messages with a note already written, or a chat on this page. The model has read this exact page: the rules above with their source ids, the procedure below, and the other programs the same facts open. It asks for one or two facts at a time, tells you which rules you pass and which it cannot decide, names the programs you may also qualify for, and gives the exact next step. It has no tools: it cannot apply for you, and it says so. Every message is kept on this build's Ledger.
A screening here is a screening, not a decision. The housing agency or building owner decides.
## How to apply, and what happens after
Contact the **local housing agency** for public housing, and the **owner or manager** of each project-based building (rule:apply_at_ha). The application is written (rule:written_application).
| Stage | What happens | Deadline | What loses people the unit |
|---|---|---|---|
| Apply | Written application with members, landlords, expected income, employers and banks | While the list is open (rule:waitlist_closed) | Applying to only one list |
| Verify | Documents such as birth certificates and tax returns; references; possible home visit | When processed (rule:documents) | Bad references; missing documents |
| Notice | Written decision: waiting list, or ineligible with the reason (rule:written_notice) | After processing | Not reading the reason |
| Lease | Sign the lease; possible security deposit (rule:deposit) | When reached | Missed offer |
| Reexamination | Income reviewed (rule:reexam_12) | At least every 12 months | Missed reexamination |
| Hearing | Informal hearing on request (rule:informal_hearing) | In the HA's notice | Missing the HA's deadline |
## The same facts open other programs
Household size, annual income, household members and county are the facts a housing agency asks first. The same facts open:
- **Housing Choice Voucher (Section 8) (B035)**: the same HA usually runs the voucher list. [[california-housing-choice-voucher]]
- **Section 202 (elderly) / Section 811 (disabled) housing (B037)**: subsidized buildings for people 62 and over or adults with disabilities. [[california-section-202-811-housing]]
- **Emergency Housing Vouchers (EHV) - legacy (B069)**: the emergency vouchers that ended in 2026. [[california-emergency-housing-vouchers]]
- **Continuum of Care shelters + Coordinated Entry (B079)**: people who are homeless are referred through Coordinated Entry. [[california-continuum-of-care-coordinated-entry]]
- **Legal aid: eviction defense & benefits advocacy (B042)**: legal aid for evictions from subsidized housing. [[california-legal-aid-eviction-benefits]]
- **CalFresh (SNAP) (B001)**: the same household and income facts. [[california-calfresh]]
Those connections are read from [[california-benefits-graph|the California benefits graph]], the object that holds all 80 programs, the life events that trigger them and the facts they share.
## How this page works
This page is one JSON object. The page, the Markdown and the machine copy at [/a/california-public-housing.json](https://miscsubjects.com/a/california-public-housing.json) are three views of it. Its `facts` carry the article's identity and jurisdiction, the procedure with its stages, every rule with its source id and verification status, the household fields with their canonical fact names, the ontology edges into the benefits graph, the declared actions, the model's instructions, and the permissions the model has (none). The model's context is served separately at [/a/california-public-housing/context](https://miscsubjects.com/a/california-public-housing/context).
What is saved: a thread per phone number that texts, holding which articles it asked about, how many messages, and the facts it stated, so a person who comes back continues rather than restarts. Every message, in either direction, is a row on this build's Ledger.
Every rule in `facts.rules` was read on 9 October 2026 from HUD's public housing page, HUD's program descriptions, HUD's voucher page and 24 CFR parts 5 and 960. The deadline to request an informal hearing is set by each HA and is UNKNOWN here.
## Official addresses
- Apply: your local housing agency, found through [HUD's PHA contact list](https://www.hud.gov/program_offices/public_indian_housing/pha/contacts)
- The program, from HUD: [Public Housing Program](https://www.hud.gov/helping-americans/public-housing)
- Project-based buildings: the owner or manager of each building
- Problems with a housing agency: PIH Customer Service Center, (800) 955-2232
- Hearing: the address in the HA's written notice
Report results as: potentially eligible, potentially ineligible, insufficient information, or requires housing agency determination; always say the housing agency or building owner decides. Ask for at most two facts at a time, starting with household size and annual income; restate each as a canonical fact line (household.size = 3).
