# Means-based transit fares: Clipper START (Bay Area), Metro LIFE (LA), MTS/PRONTO reduced fares (half-price or free transit for riders with low incomes or on CalFresh or Medi-Cal): who qualifies, what you get, how to apply, and what happens next

*Three California transit regions discount fares for riders with low incomes: Clipper START takes 50% off in the Bay Area, LIFE gives free rides in Los Angeles County, and PRONTO LIFE lowers fares in San Diego. Riders on CalFresh or Medi-Cal qualify in Los Angeles and San Diego; Clipper START uses income or CalFresh. Apply with the transit agency for your region.*

## What means-based transit fares is, in one paragraph

California has no single low-income transit fare. Each region's transit agencies run their own (rule:what_it_is). **Clipper START** in the Bay Area takes 50% off single rides on bus, BART, rail and ferry for adults 19 to 64 (rule:start_discount, rule:start_age). **LIFE** in Los Angeles County gives 90 days of free rides, then 20 free rides a month or a discounted pass (rule:life_benefit). **PRONTO LIFE** in San Diego, from 1 October 2026, charges $2.50 a ride with daily and monthly caps (rule:pronto_life_fares).

## Who may qualify

**Bay Area: Clipper START.** Adults 19 to 64 (rule:start_age) with household income at or below 200% of the federal poverty level (rule:start_income).

**Los Angeles County: LIFE.** Anyone with an EBT card (CalFresh), Medi-Cal, SSI, General Relief or other public assistance (rule:life_categorical), or with yearly household income below (rule:life_income):

| People in the household | Yearly income up to |
| --- | --- |
| 1 | $58,300 |
| 2 | $66,650 |
| 3 | $74,950 |
| 4 | $83,300 |
| Each additional person | add $6,650 |

**San Diego: PRONTO LIFE.** Riders actively enrolled in CalFresh, Medi-Cal or CalWORKs who are not already in another MTS reduced-fare program (rule:pronto_life_categorical).

## What the model on this page can do for you

This article is also the context of a model you can text or chat with. The buttons under the title open Messages with a note already written, or a chat on this page. The model has read this exact page: the rules above with their source ids, the procedure below, and the other programs the same facts open. It asks for one or two facts at a time, starting with your ZIP code and the programs you are enrolled in, picks the program for your region, tells you which rules you pass and which it cannot decide, names other programs you may qualify for, and gives the exact next step. It has no tools: it cannot apply for you, and it says so. Every message is kept on this build's Ledger.

A screening here is a screening, not a decision. The transit agency decides.

## How to apply, and what happens after

**Clipper START**: apply online or by mail (rule:start_apply) at [clipperstartcard.com](https://www.clipperstartcard.com). CalFresh recipients can verify with their CalFresh record and may be approved the same day.

**LIFE**: apply online in under 10 minutes or in person at a Metro Customer Center; if you hear nothing within 10 business days, call the LIFE program at 213.922.2378 (rule:life_apply, rule:life_contact). Membership continues while you stay eligible (rule:life_renewal). LIFE covers the base fare only (rule:life_base_fare).

**PRONTO LIFE**: apply online or at the MTS Transit Store or an NCTD customer service location with the County's Verification of Benefits Letter, a photo ID, a profile photo and a signed authorization; MTS checks with the County (rule:pronto_life_docs). It does not cover COASTER, Rapid Express, Rural, Access or LIFT (rule:pronto_life_excluded).

No page read states a renewal period for Clipper START or PRONTO LIFE (rule:renewal_unknown), or an appeal route for any of the three (rule:appeal_unknown).

## The same facts open other programs

The facts these fares ask for, programs enrolled in and household income, also open:

- **CalFresh (B001)**: [[california-calfresh]]; CalFresh enrollment qualifies a rider for LIFE and PRONTO LIFE and speeds Clipper START approval.
- **Medi-Cal (B011)**: [[california-medi-cal]]; qualifies for LIFE and PRONTO LIFE.
- **CalWORKs (B021)**: [[california-calworks]]; qualifies for PRONTO LIFE.
- **SSI (B023)**: [[california-ssi-ssp]]; qualifies for LIFE.
- **General Relief (B022)**: [[california-general-assistance]]; qualifies for LIFE.

## How this page works

This page is one JSON object. The page, the Markdown and the machine copy at [/a/california-reduced-transit-fares.json](https://miscsubjects.com/a/california-reduced-transit-fares.json) are three views of it. Its `facts` carry the article's identity and jurisdiction, the procedure with its stages, every rule with its source id and verification status, the fields with their canonical fact names, the ontology edges into the benefits graph, the declared actions, the model's instructions, and the permissions the model has (none). The model's context is served separately at [/a/california-reduced-transit-fares/context](https://miscsubjects.com/a/california-reduced-transit-fares/context): the same object, projected for the model. Every number on this page is in `facts.rules` with a source id; every source carries the exact words copied from the official page and the hash of that page as the verifier fetched it. The graph above it, [[california-benefits-graph]], holds the programs, the life events and the shared facts this article links into.

For Clipper START check age (rule:start_age) then income (rule:start_income); for LIFE check program enrollment (rule:life_categorical) then income (rule:life_income); for PRONTO LIFE check enrollment (rule:pronto_life_categorical). Report results as: potentially eligible, potentially ineligible, insufficient information, or requires agency determination; always say the transit agency decides. Ask for at most two facts at a time, starting with ZIP code and programs enrolled in; restate each as a canonical fact line (benefits.currently_receiving[] = CalFresh). Use facts.ontology.related_programs to name other programs the same facts open, and facts.procedure.stages to give the exact next step. Never claim an application was filed. Keep it short.",
