# Refugee Cash Assistance and Refugee Medical Assistance (short-term cash and health coverage for refugees and asylees in California): who qualifies, what you get, how to apply, and what happens next

*Refugee Cash Assistance pays monthly cash, and Refugee Medical Assistance gives health coverage, to refugees, asylees and similar newcomers who do not qualify for other aid. RCA now lasts four months from the status date and RMA eight. Apply at BenefitsCal or the county social services agency.*

## What Refugee Cash and Medical Assistance are, in one paragraph

Refugee Cash Assistance (RCA) is monthly cash for refugees and similar newcomers who do not qualify for other cash aid, for a short fixed period after arrival (rule:rca_who). Refugee Medical Assistance (RMA) is health coverage for the same people when they do not qualify for full Medi-Cal (rule:rma_who). The federal Office of Refugee Resettlement funds them; the state and counties run them. In 2025 the federal government cut RCA from 12 months to 4 (rule:rca_2025_cut); in 2026 it extended RMA to 8 months (rule:rma_eight_months).

  "value": "4 months",
  "label": "how long Refugee Cash Assistance lasts from admission, asylum grant or certification, for people eligible on or after 5 May 2025 (CDSS, rule:rca_four_months)"
}
```
## Who may qualify
**Status.** Refugees, asylees, Cuban and Haitian entrants, Afghan and Iraqi Special Immigrant Visa holders, humanitarian parolees from Afghanistan and Ukraine, Amerasians from Vietnam, and certified victims of human trafficking (rule:rca_groups).
**No other cash aid.** RCA is for people who do not qualify for CalWORKs or SSI (rule:rca_who): single adults, couples without children, and families with children who do not meet CalWORKs rules (rule:rca_households).
**The clock.** RCA lasts four months from the date of admission, the asylum grant, or trafficking certification (rule:rca_four_months). People eligible before 5 May 2025 keep 12 months (rule:rca_2025_cut). RMA lasts eight months for periods that began on or after 1 January 2026 (rule:rma_eight_months).
**The amount.** RCA pays on the CalWORKs maximum aid payment table. In Los Angeles County (Region 1), levels effective 1 October 2024 (rule:rca_payment_map):
| Household size | Non-exempt | Exempt |
|---|---|---|
| 1 | $734 | $809 |
| 2 | $930 | $1,039 |
| 3 | $1,175 | $1,314 |
| 4 | $1,416 | $1,579 |
An RCA case also gets CalFresh and Medi-Cal (rule:rca_bundle). RMA is free below 200% of the federal poverty level; above it there is a monthly share of cost (rule:rma_share_of_cost).
## What the model on this page can do for you
This article is also the context of a model you can text or chat with. The buttons under the title open Messages with a note already written, or a chat on this page. The model has read this exact page: the rules above with their source ids, the procedure below, and the other programs the same facts open. It asks for one or two facts at a time, starting with your status and the date it was granted, tells you how many months remain and which rules it cannot decide, names the programs you may also qualify for, and gives the exact next step. It has no tools: it cannot apply for you, and it says so. Every message is kept on this build's Ledger.
A screening here is a screening, not a decision. The county decides.
## How to apply, and what happens after
Apply online at **[BenefitsCal](https://benefitscal.com)** or through the county social services agency (rule:apply_where). The months run from your status date, not your application date, so every week of delay is a week less of aid.
| Stage | What happens | Deadline | What loses people their aid |
|---|---|---|---|
| Screen | Status, start date, CalWORKs or SSI first | Minutes | Applying late in the four months |
| Apply | BenefitsCal or the county office | As early as possible | Delay |
| Verification | Status documents | UNKNOWN | Missing the document with the start date |
| Employment | Refugee Employment Program for non-exempt adults (rule:rca_employment) | After approval | Missed activities |
| Report | SAR 7 (rule:rca_reporting) | As the county sets | A missed report |
| End | RCA ends at four months; the county checks other Medi-Cal before RMA ends (rule:rma_review) | Fixed by the start date | No next program lined up |
| Appeal | State hearing | 90 days from the notice (rule:hearing_90) | Missing the window |
## The same facts open other programs
Status, household and income open:
- [[california-calworks]] (B021): cash aid for families with children, which comes before RCA.
- [[california-calfresh]] (B001) and [[california-cfap]] (B002): food benefits.
- [[california-medi-cal]] (B011) and [[california-state-only-medi-cal-immigrants]] (B080): coverage after RMA ends.
- [[california-tcvap]] (B033): the state-funded mirror of RCA for crime and trafficking victims not yet federally eligible.
- [[california-capi]] (B024) and [[california-ssi-ssp]] (B023): cash for aged, blind or disabled people.
## How this page works
This page is one JSON object. The page, the Markdown and the machine copy at [/a/california-refugee-cash-medical-assistance.json](https://miscsubjects.com/a/california-refugee-cash-medical-assistance.json) are three views of it. Its `facts` carry the article's identity and jurisdiction, the procedure with its stages, every rule with its source id and verification status, the fields with their canonical fact names, the ontology edges into the benefits graph, the declared actions, the model's instructions, and the permissions the model has (none). The model's context is served separately at [/a/california-refugee-cash-medical-assistance/context](https://miscsubjects.com/a/california-refugee-cash-medical-assistance/context): the same object, projected for a model.
What is saved: a thread per phone number that texts, holding which articles it asked about, how many messages, and the facts it stated, so a person who comes back continues rather than restarts. Every message, in either direction, is a row on this build's Ledger.
Figures carry their status in `facts.rules[].status`. The RMA extension comes from DHCS letter I 26-22, which the build's network and plain downloads are refused; it was read on 9 October 2026 in the Mac's browser and its hash is in `facts.verification`. Grant levels are Los Angeles County's; Region 2 levels are UNKNOWN here.
Use only the rules in this article's facts.rules, naming the rule id and its source id beside every figure. Time is the deciding fact: ask first for the status category and the date of admission, asylum grant or certification, and compute the months remaining under rule:rca_four_months, rule:rca_2025_cut and rule:rma_eight_months. Check CalWORKs (children) and SSI first, since RCA is only for people no other cash aid covers. Ask for at most two facts at a time; restate each as a canonical fact line (person.identity.immigration_status = asylee). Report results as: potentially eligible, potentially ineligible, insufficient information, or requires county determination; always say the county decides. The grant figures are Los Angeles County (Region 1) levels. Use facts.ontology.related_programs to name the next program after the time limit, and facts.procedure.stages for the next step.
