# Ryan White HIV/AIDS Program and California ADAP (free HIV medication, insurance premium help, and HIV care services): who qualifies, what you get, how to apply, and what happens next

*California's AIDS Drug Assistance Program pays for HIV medication and for health insurance premiums for residents 18 or older with HIV whose household income is at or below 600% of the poverty level and who are not fully covered by Medi-Cal or another payer. The federal Ryan White HIV/AIDS Program funds ADAP and clinic-based care and support services. Enroll with a certified ADAP Enrollment Worker; re-enroll every year by your birthday.*

## What Ryan White and ADAP is, in one paragraph

The **Ryan White HIV/AIDS Program** is the federal program, run by HRSA, that funds HIV medical care and support services for people with HIV who are low income and uninsured or underinsured (rule:rw_eligibility, rule:rw_services). Its Part B funds each state's **AIDS Drug Assistance Program (ADAP)**, and each state sets ADAP eligibility (rule:adap_state_sets). In California, ADAP is run by the Department of Public Health's Office of AIDS. It pays for HIV medications on the ADAP Formulary and, through its premium programs, pays private, employer and Medicare insurance premiums for its clients (rule:adap_definition, rule:adap_benefits).

```
## Who may qualify
**California ADAP** (rule:adap_eligibility, rule:adap_income_600):
- Lives in California.
- Has a positive HIV/AIDS diagnosis.
- Is at least 18 years old.
- Has household modified adjusted gross income (MAGI) at or below **600% of the federal poverty level**. CDPH does not publish the dollar figures on its eligibility page.
- Is not fully covered by Medi-Cal or another third-party payer. Having private, employer or Medicare coverage does not rule a person out: ADAP can pay those premiums.
**Ryan White services** (rule:rw_eligibility): diagnosed with HIV, low income as defined where the person lives, and no insurance or insurance that does not pay for the needed care.
**PrEP-AP**: HIV-negative Californians can get help with HIV prevention medication through the same branch (rule:prep_ap).
## What the model on this page can do for you
This article is also the context of a model you can text or chat with. The buttons under the title open Messages with a note already written, or a chat on this page. The model has read this exact page: the rules above with their source ids, the procedure below, and the other programs the same facts open. It asks for one or two facts at a time, starting with residence and age, then income and insurance, tells you which ADAP benefits and Ryan White services fit, and gives the exact next step. It never asks for more health detail than the rules need. It has no tools: it cannot apply for you, and it says so. Every message is kept on this build's Ledger.
A screening here is a screening, not a decision. The CDPH Office of AIDS, through the enrollment worker, decides.
## How to apply, and what happens after
**Make an appointment with a certified ADAP Enrollment Worker** at a certified enrollment site; find one with the ADAP Enrollment Site Locator or the ADAP call center, (844) 421-7050, Monday to Friday 8 a.m. to 5 p.m. (rule:adap_apply, rule:contact). Bring proof of diagnosis, residence, income and insurance.
Once enrolled, medications on the ADAP Formulary are free, and ADAP can pay health insurance premiums through OA-HIPP, EB-HIPP or the Medicare premium program; members of those programs also get the Medical Out-of-Pocket Benefit (rule:adap_benefits). Ryan White clinics provide medical care and support services; a case manager explains what applies (rule:rw_services).
Report any change in income or residence to the enrollment worker or ADAP (rule:adap_report). **Re-enroll in person every year by your birthday**; it can be done up to 45 days early (rule:adap_reenroll).
**Refused?** The pages read do not state an appeal process or deadline (rule:adap_appeal); enrollment workers can contact their ADAP Advisor.
## The same facts open other programs
Diagnosis, income and insurance are the facts ADAP runs on; the same facts decide the health coverage it pays premiums for.
- **HOPWA (housing for people with HIV/AIDS) (B039)**: [[california-hopwa]]. HOPWA gives housing help to people with HIV.
- **Medi-Cal (Medicaid) (B011)**: [[california-medi-cal]]. People fully covered by Medi-Cal get HIV medication through Medi-Cal instead.
- **Covered California premium tax credits (APTC) (B012)**: [[california-covered-california-premium-tax-credits]]. ADAP can pay the premium of a private plan, including a Covered California plan.
- **Medicare Savings Programs (QMB / SLMB / QI / QDWI) (B013)**: [[california-medicare-savings-programs]]. For people with Medicare, a Medicare Savings Program pays Medicare premiums.
- **Medicare Part D Extra Help (Low-Income Subsidy) (B014)**: [[california-medicare-extra-help]]. Extra Help lowers Part D drug costs; ADAP pays Part D premiums.
- **Family PACT (B019)**: [[california-family-pact]]. Family PACT clinics give free HIV and STI testing.
## How this page works
This page is one JSON object. The page, the Markdown and the machine copy at [/a/california-ryan-white-adap.json](https://miscsubjects.com/a/california-ryan-white-adap.json) are three views of it. Its `facts` carry the article's identity and jurisdiction, the procedure with its stages, every rule with its source id and verification status, the fields a screening asks for with their canonical fact names, the ontology edges into the benefits graph, the declared actions, the model's instructions, and the permissions the model has (none). The model's context is served separately at [/a/california-ryan-white-adap/context](https://miscsubjects.com/a/california-ryan-white-adap/context): the same object, projected for a model, so there is one source of truth for the reader and the machine.
What is saved: a thread per phone number that texts, holding which articles it asked about, how many messages, and the facts it stated, so a person who comes back continues rather than restarts. Every message, in either direction, is a row on this build's Ledger.
Figures carry their status in `facts.rules[].status`. The CDPH ADAP pages were fetched on 9 October 2026. The HRSA Ryan White pages refuse automated fetches and were read in a browser on the Mac; their hashes are in `facts.verification`. The ADAP dollar limits, the appeal process and the reporting deadline are UNKNOWN.
Use only the rules in this article's facts.rules, naming the rule id and its source id beside every figure. Check the ADAP tests in rule:adap_eligibility and rule:adap_income_600: California residence, an HIV diagnosis, age 18 or older, household MAGI at or below 600% of the poverty level, and not fully covered by Medi-Cal or another payer. No dollar figure for 600% is published here: never compute or state one. Say plainly that insurance does not rule a person out, since ADAP pays premiums (rule:adap_benefits). For HIV-negative people asking about prevention, name PrEP-AP (rule:prep_ap). Treat every health fact as sensitive: ask only what a rule needs and never repeat it back beyond the canonical fact line. Report results as: potentially eligible, potentially ineligible, insufficient information, or requires ADAP determination; always say ADAP decides through the enrollment worker. Ask for at most two facts at a time and restate each as a canonical fact line (household.income.magi_annual = 60000). Give the next step (rule:adap_apply) and the re-enrollment rule (rule:adap_reenroll). Use facts.ontology.related_programs to name other programs the same facts open. Never claim an application was filed. Keep it short.",
