# SCSEP (Senior Community Service Employment) (paid part-time community service job training for Californians 55 and older): who qualifies, what you get, how to apply, and what happens next

*SCSEP pays Californians 55 and older who are unemployed and have family income at or below 125% of the federal poverty guidelines for part-time community service work, about 20 hours a week at the highest applicable minimum wage, with training toward a regular job. It is run by the California Department of Aging’s local providers and six national grantees. You apply to the provider for your county.*

## What SCSEP is, in one paragraph

SCSEP, the Senior Community Service Employment Program, is Title V of the Older Americans Act, funded by the U.S. Department of Labor. It places people 55 and older who are unemployed and on a low income in part-time paid jobs at non-profit and government agencies, so they gain work experience and move to a regular job. In California the Department of Aging contracts local providers, and six national grantees run the remaining slots. Participants work about 20 hours a week and are paid the highest applicable minimum wage.

```widget
{
  "type": "stat",
  "value": "$16.90 an hour",
  "label": "the California minimum wage from 1 January 2026; SCSEP pays the highest of the federal, state or local minimum, for about 20 hours a week (DIR, rule:ca_minimum_wage; CDA, rule:hours_20)"
}
```

## Who may qualify

Three things decide it: **age**, **work status** and **family income**.

**Age**: 55 or older (rule:age_55).

**Work**: unemployed at enrollment and throughout, and living in the provider’s service area (rule:unemployed).

**Income**: family income no more than 125% of the federal poverty guidelines (rule:income_125). A person with a disability may choose to count as a family of one (rule:family_of_one).

| Family size | Yearly limit (125%) |
|---|---|
| 1 | $19,950 |
| 2 | $27,050 |
| 3 | $34,150 |
| 4 | $41,250 |
| 5 | $48,350 |
| 6 | $55,450 |
| 7 | $62,550 |
| 8 | $69,650 |

Those are the 2026 HHS poverty guidelines at 125% (rule:income_125_table).

**Priority** goes to veterans and qualified spouses, people over 65, people with disabilities, people with limited English or low literacy, rural residents, people who are homeless or at risk, people with low employment prospects, and people who did not find work through an American Job Center (rule:priority).

## What the model on this page can do for you

This article is also the context of a model you can text or chat with. The buttons under the title open Messages with a note already written, or a chat on this page. The model has read this exact page: the rules above with their source ids, the procedure below, and the other programs the same facts open. It asks for one or two facts at a time, starting with date of birth and work status, then family size and income, tells you which rules you pass and which it cannot decide, names the programs you may also qualify for, and gives the exact next step. It has no tools: it cannot apply for you, and it says so. Every message is kept on this build's Ledger.

A screening here is a screening, not a decision. The SCSEP provider decides.

## How to apply, and what happens after

Apply to the SCSEP provider for your county. Find it on the California Department of Aging [county page](https://www.aging.ca.gov/Find_Services_in_My_County/) or by calling 800-510-2020 (rule:find_provider). Not every Area Agency on Aging runs SCSEP; national grantees run part of the slots (rule:providers).

| Stage | What happens | Deadline | What loses people the place |
|---|---|---|---|
| Screen | Age, unemployment, income at or below 125% | Minutes | Not using the family-of-one option |
| Intake | Eligibility check and assessment; priority groups first | When a slot is open | Not naming a priority category |
| Work | About 20 hours a week at the highest minimum wage (rule:hours_20, rule:wage_highest) | Each pay period | Taking another job without telling the provider |
| Recheck | Eligibility re-verified (rule:recheck_12) | At least every 12 months | A missed recheck |
| Limit | Participation ends at a job or the time limit (rule:time_limit_48) | 48 months in total | Reaching the limit without a job |
| Grievance | The grantee’s procedure; DOL after 60 days unresolved (rule:grievance, rule:grievance_dol_60) | Grantee’s deadline | Not asking for the procedure in writing |

## The same facts open other programs

The facts SCSEP asks for, date of birth, work status, family size and income, are the facts that open:

- **CalFresh (SNAP) (B001)**: An unemployed person with low income is screened for CalFresh with the same household facts. [[california-calfresh]]
- **Medi-Cal (Medicaid) (B011)**: Medi-Cal uses the same household size and income. [[california-medi-cal]]
- **Unemployment Insurance (UI) (B027)**: Unemployment Insurance also starts from employment status. [[california-unemployment-insurance]]
- **Older Americans Act meals (Meals on Wheels / congregate) (B063)**: The Area Agency on Aging that may run SCSEP also runs senior meals. [[california-older-americans-act-meals]]

Those connections are read from [[california-benefits-graph|the California benefits graph]], the object that holds all 80 programs, the life events that trigger them and the facts they share.

## How this page works

This page is one JSON object. The page, the Markdown and the machine copy at [/a/california-scsep.json](https://miscsubjects.com/a/california-scsep.json) are three views of it. Its `facts` carry the article's identity and jurisdiction, the procedure with its stages, every rule with its source id and verification status, the fields a screening asks for with their canonical fact names, the ontology edges into the benefits graph, the declared actions, the model's instructions, and the permissions the model has (none). The model's context is served separately at [/a/california-scsep/context](https://miscsubjects.com/a/california-scsep/context): the same object, projected for a model, so there is one source of truth for the reader and the machine.

What is saved: a thread per phone number that texts, holding which articles it asked about, how many messages, and the facts it stated, so a person who comes back continues rather than restarts. The same phone number is treated as the same thread; a browser is never shown another phone's thread, and signing in is required before anything private crosses from text to screen. Every message, in either direction, is a row on this build's Ledger.

Figures carry their status in `facts.rules[].status`. The 55 age line, the 125% table, the 20-hour average, the 2026 California minimum wage, the 48-month limit and the federal grievance rules were fetched and verified on 9 October 2026. The U.S. Department of Labor SCSEP pages refuse requests from this Mac and the build (403), so the federal rules are cited from the eCFR. Processing time, how changes are reported and the grantee grievance deadline are not stated on the pages fetched; they are UNKNOWN.

Use only the rules in this article's facts.rules, naming the rule id and its source id beside every figure. The income test is 125% of the 2026 HHS poverty guidelines (rule:income_125_table); a person with a disability may be a family of one. Name the priority categories that apply. Report results as: potentially eligible, potentially ineligible, insufficient information, or requires the SCSEP provider determination; always say the SCSEP provider decides. Ask for at most two facts at a time, starting with date of birth and employment status, then family size and annual income; restate each as a canonical fact line (for example person.identity.date_of_birth = 1958-04-02). Use facts.ontology.related_programs to name other programs the same facts open, and facts.procedure.stages to give the exact next step with its deadline.
