# Section 202 (elderly) and Section 811 (disabled) housing (subsidized apartments with services): who qualifies, what you get, how to apply, and what happens next

*Section 202 subsidizes apartments for very low-income households with a member 62 or older; Section 811 does the same for low-income adults with disabilities. Residents usually pay 30% of adjusted income. People apply directly to each building's owner or manager.*

## What Section 202 and Section 811 housing is, in one paragraph

Section 202 and Section 811 are HUD programs that build and subsidize apartments with supportive services: Section 202 for households with a member 62 or older, Section 811 for low-income adults with disabilities (rule:what_it_is). Nonprofit owners run the buildings. Each building takes its own applications and keeps its own waiting list; HUD does not lease the units (rule:hud_not_landlord). Residents usually pay 30% of adjusted income, and HUD rental assistance pays the rest.

  "label": "of adjusted income: the usual rent in Section 202 and 811 housing (HUD, rule:rent_202, rule:rent_811)"
}
```
## Who may qualify
| Program | Who | Income line | Rule |
|---|---|---|---|
| Section 202 | At least one adult member 62 or older at first occupancy | Under 50% of area median income | rule:age_62, rule:income_202 |
| Section 811, capital advance buildings | At least one adult (18+) with a disability | Within 50% of area median income | rule:disability_811, rule:income_811_prac |
| Section 811 Project Rental Assistance | At least one adult with a disability | Within 30% of area median income | rule:income_811_pra |
The income line is set for the property's location; HUD publishes the dollar figures each year. California may add requirements for Section 811 Project Rental Assistance (rule:state_rules_811). Supportive services are offered but cannot be required as a condition of living there (rule:services_voluntary).
## What the model on this page can do for you
This article is also the context of a model you can text or chat with. The buttons under the title open Messages with a note already written, or a chat on this page. The model has read this exact page: the rules above with their source ids, the procedure below, and the other programs the same facts open. It asks for one or two facts at a time, tells you which rules you pass and which it cannot decide, names the programs you may also qualify for, and gives the exact next step. It has no tools: it cannot apply for you, and it says so. Every message is kept on this build's Ledger.
A screening here is a screening, not a decision. The building's owner decides.
## How to apply, and what happens after
Apply **directly to each property's owner or manager** (rule:apply_at_property). The owner decides eligibility and selects households (rule:owner_decides). Applying to several buildings is allowed; each keeps its own list.
| Stage | What happens | Deadline | What loses people the unit |
|---|---|---|---|
| Apply | HUD-prescribed application, eligibility certification, Social Security and wage-data consent forms | When the list is open | A list closed because the wait passes 12 months (rule:long_waitlist) |
| Decision | Unit assigned, waiting list, or written rejection with reasons (rule:written_rejection) | After processing | Not reading the reasons |
| Review | Meeting to review the rejection, by someone else (rule:review_meeting) | UNKNOWN | Not asking |
| Reexamination | Income and household reviewed; rent adjusted (rule:reexam_12) | At least every 12 months | Missed reexamination |
## The same facts open other programs
## How this page works
This page is one JSON object. The page, the Markdown and the machine copy at [/a/california-section-202-811-housing.json](https://miscsubjects.com/a/california-section-202-811-housing.json) are three views of it. Its `facts` carry the article's identity and jurisdiction, the procedure with its stages, every rule with its source id and verification status, the household fields with their canonical fact names, the ontology edges into the benefits graph, the declared actions, the model's instructions, and the permissions the model has (none). The model's context is served separately at [/a/california-section-202-811-housing/context](https://miscsubjects.com/a/california-section-202-811-housing/context).
What is saved: a thread per phone number that texts, holding which articles it asked about, how many messages, and the facts it stated, so a person who comes back continues rather than restarts. Every message, in either direction, is a row on this build's Ledger.
Every rule in `facts.rules` was read on 9 October 2026 from HUD's multifamily program pages and 24 CFR part 891. The days allowed to request a review meeting and California's added Section 811 requirements were not on the pages read and are UNKNOWN.
Use only the rules in this article's facts.rules, naming the rule id and its source id beside every figure. Section 202 needs a member 62+ at first occupancy (rule:age_62) and income under 50% of area median (rule:income_202); Section 811 needs an adult with a disability (rule:disability_811) and income within 50% or 30% of area median depending on the building (rule:income_811_prac, rule:income_811_pra). This article carries no county dollar limits. Report results as: potentially eligible, potentially ineligible, insufficient information, or requires owner determination; always say the building's owner decides. Ask for at most two facts at a time, starting with ages and annual income; restate each as a canonical fact line (person.identity.date_of_birth = 1958-04-02). Use facts.ontology.related_programs to name other programs the same facts open, and facts.procedure.stages to give the exact next step. Never claim an application was filed. Keep it short.",
