# California State Preschool Program (free or low-cost state preschool for three- and four-year-olds): who qualifies, what you get, how to apply, and what happens next

*The California State Preschool Program pays for part-day and full-day preschool for three- and four-year-olds at school districts and community agencies. A family qualifies at or below 100 percent of the state median income ($11,337 a month for a family of four in 2026-27), or through homelessness, cash aid, child protective services, a child's disability or another listed route. Families apply at a local CSPP provider.*

## What the California State Preschool Program is, in one paragraph

The California State Preschool Program (CSPP) is California's state-funded preschool for three- and four-year-olds, created in 2008 by AB 2759 and run under contracts with the California Department of Education by school districts, county offices, colleges, community-action agencies and nonprofits. It offers part-day and full-day classes with meals and snacks, parent education and referrals to health and social services. A family qualifies by income, at or below the state median income for its size, or by a listed route such as homelessness, cash aid or a child's disability. Providers fill places in a set priority order.

**Income.** At or below 100 percent of state median income; a program may serve some families up to 115 percent, capped at 10 percent of enrollment (rule:income_100_smi, rule:over_15). 2026-27 ceilings, effective 1 July 2026 (rule:effective):

## What the model on this page can do for you

This article is also the context of a model you can text or chat with. The buttons under the title open Messages with a note already written, or a chat on this page. The model has read this exact page: the rules above with their source ids, the procedure below, and the other programs the same facts open. It asks for one or two facts at a time, starting with the child's age and the family's monthly income and size, tells you which rules you pass and which it cannot decide, names the programs you may also qualify for, and gives the exact next step. It has no tools: it cannot apply for you, and it says so. Every message is kept on this build's Ledger.

A screening here is a screening, not a decision. The local CSPP provider decides.

## How to apply, and what happens after

Apply at a local CSPP provider: the school district, county office of education or community agency that runs State Preschool in the area (rule:providers). The provider certifies eligibility and enrolls children in priority order, using the Income Ranking Table for income (rule:priority).

| Stage | What happens | Who acts | What loses people the place |
|---|---|---|---|
| Find | Local CSPP provider | Family | Not knowing which agencies run CSPP |
| Apply | Provider's application; family size and income | Family | Missing income proof |
| Certify | Provider checks the route and income against the 2026-27 schedule | Provider | Income just over 100% SMI without asking about the 115% allowance |
| Enroll | Priority order; waiting list | Provider | Waiting list |
| Recertify | Families recertified on or after 1 July 2026 use the 2026-27 ceilings (rule:effective) | Provider | Missing recertification |

Family fees and the appeal procedure are not on the CDE pages read (rule:fees, rule:appeal).

## The same facts open other programs

- [[california-head-start]] (B058): federal preschool for the same ages at a lower income line.
- [[california-subsidized-child-care]] (B060): child care for working families, up to 85 percent of state median income.
- [[california-calworks]] (B021): CalWORKs cash aid is a CSPP route.
- [[california-calfresh]] (B001), [[california-wic]] (B003) and [[california-medi-cal]] (B011): the same family size and income answer their first questions.

Those connections are not written here by hand. They are read from [[california-benefits-graph|the California benefits graph]], the object that holds all 80 programs, the life events that trigger them and the facts they share. A model screening you for California State Preschool sees the same edges.

## How this page works

This page is one JSON object. The page, the Markdown and the machine copy at [/a/california-state-preschool.json](https://miscsubjects.com/a/california-state-preschool.json) are three views of it. Its `facts` carry the article's identity and jurisdiction, the procedure with its stages, every rule with its source id and verification status, the fields with their canonical fact names, the ontology edges into the benefits graph, the declared actions, the model's instructions, and the permissions the model has (none). The model's context is served separately at [/a/california-state-preschool/context](https://miscsubjects.com/a/california-state-preschool/context): the same object, projected for a model, so there is one source of truth for the reader and the machine.

What is saved: a thread per phone number that texts, holding which articles it asked about, how many messages, and the facts it stated, so a person who comes back continues rather than restarts. Every message, in either direction, is a row on this build's Ledger.

Figures carry their status in `facts.rules[].status`. Every figure on this page was read from the official pages listed under Official addresses on 9 October 2026. A value no official page states is written UNKNOWN.

Use only the rules in this article's facts.rules, naming the rule id and its source id beside every figure; the 2026-27 ceilings apply to families certified on or after 1 July 2026. Check age (rule:ages), then the eligibility routes (rule:eligibility_routes), then income at or below 100% SMI (rule:income_100_smi), then the 115% allowance (rule:over_15). Report results as: potentially eligible, potentially ineligible, insufficient information, or requires provider determination; always say the local provider decides and enrolls in priority order (rule:priority). Ask for at most two facts at a time, starting with the child's age and the family's monthly income; restate each as a canonical fact line (household.income.monthly_gross = 9000). Use facts.ontology.related_programs to name other programs the same facts open, and facts.procedure.stages to give the exact next step. Never claim an application was filed. Keep it short.",
