# TEFAP and California food banks (free emergency groceries): who qualifies, what you get, how to get it, and what happens next

*TEFAP, The Emergency Food Assistance Program, sends USDA foods through CDSS to 49 food banks that give free groceries in all 58 California counties. A household that lives in the area served and has income at or below 235% of the federal poverty guidelines self-certifies at the distribution site. The way in is the local food bank or a call to 2-1-1.*

## What TEFAP and food banks is, in one paragraph

TEFAP is The Emergency Food Assistance Program. USDA buys food and gives it, with administrative money, to the states (rule:definition). In California, CDSS sends it to a network of 49 food banks, which hand it out in all 58 counties through their own sites and partner pantries (rule:network_49). It is groceries, not money, and it costs nothing (rule:benefit_food).

  "label": "California's TEFAP income line; the household self-certifies (CDSS, rule:income_235)"
}
```
## Who may qualify
Two things, both self-certified at the site:
- **Where you live:** inside the area the food bank serves (rule:self_certify_residency).
- **Income:** at or below 235% of the Federal Poverty Guidelines (rule:income_235). Federal rules let each state set this line between 185% and 300% (rule:federal_range, rule:statewide_criteria). The dollar figures by household size are not on the CDSS page read, so this page does not state them.
No asset test (rule:no_asset_test) and no immigration test (rule:immigration) is stated on the official pages read.
## What the model on this page can do for you
This article is also the context of a model you can text or chat with. The buttons under the title open Messages with a note already written, or a chat on this page. The model has read this exact page: the rules above with their source ids, the procedure below, and the other programs the same facts open. It asks for one or two facts at a time, tells you which rules you pass and which it cannot decide, names the programs you may also qualify for, and gives the exact next step. It has no tools: it cannot apply for you, and it says so. Every message is kept on this build's Ledger.
A screening here is a screening, not a decision. The food bank decides at the site.
## How to apply, and what happens after
There is no application to an agency. Contact the local food bank for its sites and hours (rule:find_food_bank); CDSS lists every county's food bank with address and phone (rule:providers_list). Or call 2-1-1, free, any hour (rule:211). California Food Banks names three ways to get groceries: 2-1-1, the food bank, and CalFresh (rule:three_ways).
| Stage | What happens | Deadline | What goes wrong |
|---|---|---|---|
| Find a site | Food bank or 2-1-1 | None (rule:deadline) | Not knowing the nearest site |
| Visit | Self-certify residency and income | Site hours | Arriving outside hours |
| Return | How often is set locally (rule:renewal) | UNKNOWN | Not knowing the schedule |
| Refusal | Ask the food bank; no state hearing is listed for TEFAP (rule:no_state_hearing) | UNKNOWN | No known complaint route |
No reporting duty is stated (rule:reporting).
## The same facts open other programs
The food bank asks where you live, household size and income. The same facts open:
- [[california-calfresh]] (B001): monthly food money on an EBT card; the third of the three ways (rule:three_ways).
- [[california-csfp]] (B007): USDA food boxes for older adults, run by the same CDSS section (rule:csfp).
- [[california-older-americans-act-meals]] (B063): meals for older adults.
- [[california-211]] (B067): the phone line to every local service.
- [[california-disaster-calfresh]] (B010), [[california-sun-bucks]] (B005), [[california-cfap]] (B002) and [[california-continuum-of-care-coordinated-entry]] (B079).
These edges are read from [[california-benefits-graph|the California benefits graph]].
## How this page works
This page is one JSON object. The page, the Markdown and the machine copy at [/a/california-tefap-food-banks.json](https://miscsubjects.com/a/california-tefap-food-banks.json) are three views of it. Its `facts` carry the article's identity and jurisdiction, the procedure with its stages, every rule with its source id and verification status, the fields with their canonical fact names, the ontology edges into the benefits graph, the declared actions, the model's instructions, and the permissions the model has (none). The model's context is served separately at [/a/california-tefap-food-banks/context](https://miscsubjects.com/a/california-tefap-food-banks/context): the same object, projected for a model, so there is one source of truth for the reader and the machine.
What is saved: a thread per phone number that texts, holding which articles it asked about, how many messages, and the facts it stated, so a person who comes back continues rather than restarts. A browser is never shown another phone's thread, and signing in is required before anything private crosses from text to screen. Every message, in either direction, is a row on this build's Ledger.
Figures carry their status in `facts.rules[].status`. The CDSS Emergency Food Programs page, the CDSS TEFAP Providers list and the USDA TEFAP pages were read on 9 October 2026. California's dollar table for the 235% line was not found and is UNKNOWN here.
Eligibility is self-certified at the site: residence in the area served (rule:self_certify_residency) and income. The way in is the local food bank (rule:find_food_bank, rule:providers_list) or 2-1-1 (rule:211). Report results as: potentially eligible, potentially ineligible, insufficient information, or requires food bank determination. Ask for at most two facts at a time, starting with ZIP code and household size; restate each as a canonical fact line (person.address.residential.postal_code = 95814).
