# Unemployment Insurance (California weekly benefit after job loss): who qualifies, what you get, how to apply, and what happens next

*Unemployment Insurance pays $40 to $450 a week to California workers who lost their job or had hours cut through no fault of their own and earned enough in the base period. Apply to the Employment Development Department through myEDD, by phone, or on paper.*

## What Unemployment Insurance is, in one paragraph

Unemployment Insurance is temporary weekly income from the state Employment Development Department for workers who lost their job or had their hours reduced through no fault of their own. It is not means-tested: what decides it is how the job ended, whether the worker is able, available and looking for work, and whether they earned enough in a 12-month base period. A worker who quit, was fired, or was treated as an independent contractor may still qualify, and EDD says there is no penalty for applying.

  "type": "stat",
  "value": "$40 to $450",
  "label": "the weekly benefit amount, depending on earnings in the past 18 months (EDD, rule:weekly_benefit_amount)"
}
```
## Who may qualify
Three things decide it: **how the job ended**, **what the worker can do now**, and **what they earned**.
**How the job ended.** The worker is fully or partly unemployed through no fault of their own (rule:no_fault). A worker who quit must show a good reason; a worker who was fired stays eligible unless the employer proves misconduct (rule:quit_or_fired).
**Now.** Each week the worker must be able to work, available, looking for work, and ready to accept work right away (rule:able_available_seeking). A Social Security number, or work authorization for a non-citizen, is required.
**Earnings.** EDD looks at a 12-month base period (rule:base_period).
| Test | Amount | Rule |
| --- | --- | --- |
| Highest quarter of the base period, alone | at least $1,300 | rule:monetary_minimum |
| Or: highest quarter, with total base-period earnings of 1.25 times it | at least $900 | rule:monetary_minimum |
| Weekly benefit amount | $40 to $450 | rule:weekly_benefit_amount |
| Unpaid waiting week | 1 week | rule:waiting_week |
## What the model on this page can do for you
This article is also the context of a model you can text or chat with. The buttons under the title open Messages with a note already written, or a chat on this page. The model has read this exact page: the rules above with their source ids, the procedure below, and the other programs the same facts open. It asks for one or two facts at a time, starting with why the last job ended and the wages earned in each quarter of the past 18 months, tells you which rules you pass and which it cannot decide, names the programs you may also qualify for, and gives the exact next step. It has no tools: it cannot apply for you, and it says so. Every message is kept on this build's Ledger.
A screening here is a screening, not a decision. EDD decides.
## How to apply, and what happens after
Apply online through **[myEDD](https://myedd.edd.ca.gov)** (UI Online), by phone at 1-800-300-5616, Monday to Friday 8 a.m. to 5 p.m. Pacific, or on the paper application (rule:apply_where). The application asks who you are, where you worked over the past 18 months, how much you earned, and why you are no longer working (rule:application_contents).
About two weeks later EDD mails the claim documents, including the Notice of Unemployment Insurance Award (DE 429Z) with your weekly and maximum benefit amounts (rule:documents_two_weeks). Check every employer and wage on it. If EDD sends a Request for Identity Verification (DE 1326C), you have 10 calendar days to answer (rule:identity_10_days). Most people must register in CalJOBS within 21 days of the DE 8405 notice (rule:caljobs_21_days).
The first payment takes about three weeks (rule:first_payment_three_weeks), and the first eligible week is unpaid (rule:waiting_week). After that you certify every two weeks and report all work and wages (rule:certify_biweekly). The claim lasts one benefit year of 12 months (rule:benefit_year). A denial or overpayment can be appealed in writing within 30 days (rule:appeal_30_days); keep certifying while it is pending (rule:certify_during_appeal).
## The same facts open other programs
The facts Unemployment Insurance asks for, the state you live in and your work status, are also asked by the programs below. A household that lost a job has usually answered their first questions already:
- **CalFresh (SNAP) (B001)**, [[california-calfresh]]: food benefits; UI payments count as income there, and a household out of work often qualifies the same week.
- **Medi-Cal (Medicaid) (B011)**, [[california-medi-cal]]: health coverage; job loss changes the income Medi-Cal looks at.
- **Covered California premium tax credits (APTC) (B012)**, [[california-covered-california-premium-tax-credits]]: Covered California; losing job-based coverage opens a special enrollment period.
- **State Disability Insurance (SDI) + Paid Family Leave (B028)**, [[california-sdi-paid-family-leave]]: EDD's other wage-replacement program, for a worker who cannot work because of illness, injury or pregnancy rather than job loss.
- **Workers' compensation (temporary disability) (B072)**, [[california-workers-comp-temporary-disability]]: for a worker hurt on the job; paid by the employer's insurer, not EDD.
- **CalWORKs (California TANF) (B021)**, [[california-calworks]]: cash aid for families with children.
- **California Earned Income Tax Credit (CalEITC) (B049)**, [[california-caleitc]]: California's earned income tax credit for the tax year.
- **LIHEAP (energy assistance + crisis + weatherization referral) (B045)**, [[california-liheap]]: help with energy bills.
- **CARE (California Alternate Rates for Energy) (B043)**, [[california-care-energy-discount]]: utility rate discount; UI income counts toward its limit.
- **Subsidized child care: CalWORKs Stages 1-3 + Alternative Payment (CAPP) (B060)**, [[california-subsidized-child-care]]: child care while looking for work.
## How this page works
This page is one JSON object. The page, the Markdown and the machine copy at [/a/california-unemployment-insurance.json](https://miscsubjects.com/a/california-unemployment-insurance.json) are three views of it. Its `facts` carry the article's identity and jurisdiction, the procedure with its stages, every rule with its source id and verification status, the person's fields with their canonical fact names, the ontology edges into the benefits graph, the declared actions, the model's instructions, and the permissions the model has (none). The model's context is served separately at [/a/california-unemployment-insurance/context](https://miscsubjects.com/a/california-unemployment-insurance/context): the same object, projected for a model, so there is one source of truth for the reader and the machine.
What is saved: a thread per phone number that texts, holding which articles it asked about, how many messages, and the facts it stated, so a person who comes back continues rather than restarts. The same phone number is treated as the same thread; a browser is never shown another phone's thread, and signing in is required before anything private crosses from text to screen. Every message, in either direction, is a row on this build's Ledger, as every action here is.
Figures carry their status in `facts.rules[].status`. The weekly range, deadlines and appeal rules were fetched from EDD pages and verified on 9 October 2026. The monetary minimum comes from EDD's DE 8714AB fact sheet, a PDF the build cannot read; it was read on this Mac. The maximum number of weeks is UNKNOWN because no EDD page fetched today states it.
