# California Universal Meals (free breakfast and lunch for every public school student): who qualifies, what you get, how to apply, and what happens next

*California requires public school districts, county offices of education and charter schools to give every TK-12 student who asks a free breakfast and a free lunch each school day, with no income test. Nothing is filed for the meals. The school meal application or Universal Benefits Application, turned in at the school, still decides SUN Bucks and school funding.*

## What California Universal Meals is, in one paragraph

California Universal Meals is the state's rule that every public school student who asks gets breakfast and lunch free each school day. It started in school year 2022-23 (rule:first_state). Public school districts, county offices of education and charter schools serving TK-12 must serve the two meals, regardless of the family's income (rule:two_free_meals, rule:who_tk12). The state pays the difference above the federal reimbursement. Nothing has to be filed for the meals themselves.

  "value": "2 free meals each school day",
  "label": "breakfast and lunch for every TK-12 public school student who asks, no income test (CDE, rule:two_free_meals)"
}
```
## Who may qualify
**For the meals:** every student in transitional kindergarten through grade 12 at a public school district, county office of education or charter school (rule:who_tk12). There is no income test and no asset test (rule:no_income_test, rule:no_asset_test).
**For the application that still matters:** the free and reduced-price income scales decide SUN Bucks eligibility through the school meal application or Universal Benefits Application, and they decide how the school is funded (rule:application_still_matters, rule:lcff_counting). The school year 2026-27 scales, effective 1 July 2026 through 30 June 2027 (rule:free_scale, rule:reduced_scale, rule:scale_year):
| Household size | Free: monthly | Free: yearly | Reduced-price: monthly | Reduced-price: yearly |
|---|---|---|---|---|
| 1 | $1,729 | $20,748 | $2,461 | $29,526 |
| 2 | $2,345 | $28,132 | $3,337 | $40,034 |
| 3 | $2,960 | $35,516 | $4,212 | $50,542 |
| 4 | $3,575 | $42,900 | $5,088 | $61,050 |
| 5 | $4,191 | $50,284 | $5,964 | $71,558 |
| 6 | $4,806 | $57,668 | $6,839 | $82,066 |
| 7 | $5,421 | $65,052 | $7,715 | $92,574 |
| 8 | $6,037 | $72,436 | $8,591 | $103,082 |
| Each additional person | +$616 | +$7,384 | +$876 | +$10,508 |
Children directly certified as foster, homeless, migrant, runaway or in Head Start are counted without an income form (rule:direct_certification).
## What the model on this page can do for you
This article is also the context of a model you can text or chat with. The buttons under the title open Messages with a note already written, or a chat on this page. The model has read this exact page: the rules above with their source ids, the procedure below, and the other programs the same facts open. It asks for one or two facts at a time, tells you which rules you pass and which it cannot decide, names the programs you may also qualify for, and gives the exact next step. It has no tools: it cannot apply for you, and it says so. Every message is kept on this build's Ledger.
A screening here is a screening, not a decision. The school or district decides.
## How to apply, and what happens after
**The meals:** the student asks for breakfast or lunch at school. Nothing is filed.
**The application:** ask the school for a school meal application or Universal Benefits Application, fill it in with household size and income, and hand it to the school. Do not send it to the Department of Education or the Department of Social Services (rule:application_at_school). Without an approved application, free school meals alone do not qualify a child for SUN Bucks (rule:application_still_matters).
| Stage | What happens | Deadline | What goes wrong |
|---|---|---|---|
| Meals | Student asks for a meal | Each school day | Not asking |
| Application | School meal application or UBA at the school | Each school year (rule:scale_year); no family deadline is stated for the meals (rule:deadline) | Skipping it and losing SUN Bucks |
| Renewal | New scales each 1 July; Provision 2 schools collect applications once every four years (rule:provision2_four_years) | Start of each school year | An old form left in place |
| Complaint | Under the UMP Implementation Guidelines (rule:appeals_guidelines) | UNKNOWN | No known deadline |
Schools where more than 40 percent of students are directly certified must use a federal universal-meal provision such as the Community Eligibility Provision, a four-year option (rule:high_poverty_40, rule:cep_four_years). Families have no reporting duty for the meals (rule:reporting).
## The same facts open other programs
The school meal application asks household size and income, the first facts of most programs here:
- [[california-sun-bucks]] (B005): summer food money per child; the school application is the way in for children not on CalFresh or CalWORKs.
- [[california-calfresh]] (B001), [[california-calworks]] (B021) and [[california-medi-cal]] (B011): a child on these is directly certified.
- [[california-wic]] (B003) and [[california-head-start]] (B058): for children under school age.
- [[california-cfap]] (B002) and [[california-tefap-food-banks]] (B006): other food help for the household.
These edges are read from [[california-benefits-graph|the California benefits graph]].
## How this page works
This page is one JSON object. The page, the Markdown and the machine copy at [/a/california-universal-school-meals.json](https://miscsubjects.com/a/california-universal-school-meals.json) are three views of it. Its `facts` carry the article's identity and jurisdiction, the procedure with its stages, every rule with its source id and verification status, the fields with their canonical fact names, the ontology edges into the benefits graph, the declared actions, the model's instructions, and the permissions the model has (none). The model's context is served separately at [/a/california-universal-school-meals/context](https://miscsubjects.com/a/california-universal-school-meals/context): the same object, projected for a model, so there is one source of truth for the reader and the machine.
What is saved: a thread per phone number that texts, holding which articles it asked about, how many messages, and the facts it stated, so a person who comes back continues rather than restarts. A browser is never shown another phone's thread, and signing in is required before anything private crosses from text to screen. Every message, in either direction, is a row on this build's Ledger.
Figures carry their status in `facts.rules[].status`. The CDE Universal Meals page, the CDE 2026-27 income scales and the USDA Federal Register notice of the 2026-27 guidelines were read on 9 October 2026. CDE's bot filter blocks some automated fetches; any CDE page the verifier could not read is recorded in `facts.verification` with a hash taken from the Mac.
The school meal application or Universal Benefits Application still matters for SUN Bucks (rule:application_still_matters) and goes to the school (rule:application_at_school). The free and reduced-price scales are for school year 2026-27, 1 July 2026 to 30 June 2027 (rule:free_scale, rule:reduced_scale). Report results as: potentially eligible, potentially ineligible, insufficient information, or requires school determination; the school or district decides. Ask for at most two facts at a time, starting with grade and school type; restate each as a canonical fact line (education.enrollment.grade_level = 3).
