# USDA rural housing: Section 502 home loans, Section 504 repair loans and grants, and rental assistance: who qualifies, what you get, how to apply, and what happens next

*USDA Rural Development lends to low-income households to buy a home in a rural area (Section 502), lends and grants to very low-income rural homeowners for repairs (Section 504), and pays rental assistance in USDA-financed apartments. Each has an income limit set for the area. People apply to USDA Rural Development, or to the apartment's manager for rental assistance.*

## What USDA rural housing (Section 502, Section 504 and rental assistance) is, in one paragraph

USDA Rural Development runs three housing programs for rural California. **Section 502 direct loans** help low- and very low-income households who cannot get credit elsewhere buy, build or fix a home in a rural area, with a payment subsidy that can bring the payment down to what the loan would cost at 1% interest (rule:502_purpose, rule:502_payment_subsidy). **Section 504** lends to very low-income owner-occupants for repairs at 1% over 20 years, and gives grants to owners 62 or older to remove health and safety hazards (rule:504_purpose). **Rental assistance** lowers the rent in USDA-financed apartments for very low- and low-income tenants (rule:ra_eligible).

## Who may qualify

| Program | Who | Income line | Other tests | Rules |
|---|---|---|---|---|
| Section 502 purchase loan | Cannot get credit elsewhere; home in a USDA rural area | Area low-income limit | Rural area | rule:502_income, rule:rural_area |
| Section 504 repair loan | Owner who lives in the home | Area very low-income limit | Net assets over $15,000 (under 62) or $20,000 (elderly) used first | rule:504_income, rule:504_owner_occupant, rule:504_assets_nonelderly, rule:504_assets_elderly |
| Section 504 grant | Owner 62 or older | Area very low-income limit | Only health and safety or accessibility repairs | rule:504_grant_age, rule:504_grant_use |
| Rental assistance | Tenant in a USDA-financed apartment | Very low or low income | Rent share is the highest of 30% of adjusted income or 10% of gross | rule:ra_eligible, rule:tenant_contribution |

The dollar income limits for each county are set by USDA and were not readable on 9 October 2026; they are UNKNOWN here. Loan and grant maximums are set as 20% and 10% of the national average area loan limit (rule:504_max_loan, rule:504_max_grant).

## What the model on this page can do for you

This article is also the context of a model you can text or chat with. The buttons under the title open Messages with a note already written, or a chat on this page. The model has read this exact page: the rules above with their source ids, the procedure below, and the other programs the same facts open. It asks for one or two facts at a time, tells you which rules you pass and which it cannot decide, names the programs you may also qualify for, and gives the exact next step. It has no tools: it cannot apply for you, and it says so. Every message is kept on this build's Ledger.

A screening here is a screening, not a decision. USDA Rural Development decides.

## How to apply, and what happens after

Apply to **USDA Rural Development** for Section 502 or 504. Section 504 applications are taken even when funds are not available (rule:504_apply_anytime). For rental assistance, apply to the **manager of a USDA-financed apartment**; waiting lists rank very low-income applicants first (rule:waitlist_priority).

| Stage | What happens | Deadline | What loses people the help |
|---|---|---|---|
| Apply | Written application in USDA's format | Any time | Incomplete application |
| Underwriting | Income, credit and property review | During processing | Credit history problems |
| Decision | Approval, or written reasons for rejection (rule:written_denial) | After processing | Not reading the reasons |
| Closing | Loan or grant agreement signed | At closing | Selling within 3 years after a grant means repaying it (rule:504_grant_repay) |
| Yearly review | Payment subsidy reviewed (rule:502_annual_review); tenants recertify (rule:tenant_recert) | Every 12 months; tenants also when income changes by $100 a month | Missed review |

## The same facts open other programs

Address, household size, income and age are the facts USDA asks first. The same facts open:

- **Housing Choice Voucher (Section 8) (B035)**: a voucher can be used in USDA-financed apartments. [[california-housing-choice-voucher]]
- **Public housing + project-based rental assistance (B036)**: other subsidized rental housing. [[california-public-housing]]
- **CA Property Tax Postponement (seniors/disabled) (B041)**: help with property tax for homeowners 62 and over. [[california-property-tax-postponement]]
- **Weatherization Assistance Program (WAP) (B046)**: free weatherization repairs. [[california-weatherization-assistance]]

## How this page works

This page is one JSON object. The page, the Markdown and the machine copy at [/a/california-usda-rural-housing.json](https://miscsubjects.com/a/california-usda-rural-housing.json) are three views of it. Its `facts` carry the article's identity and jurisdiction, the procedure with its stages, every rule with its source id and verification status, the household fields with their canonical fact names, the ontology edges into the benefits graph, the declared actions, the model's instructions, and the permissions the model has (none). The model's context is served separately at [/a/california-usda-rural-housing/context](https://miscsubjects.com/a/california-usda-rural-housing/context).

What is saved: a thread per phone number that texts, holding which articles it asked about, how many messages, and the facts it stated, so a person who comes back continues rather than restarts. Every message, in either direction, is a row on this build's Ledger.

Every rule in `facts.rules` was read on 9 October 2026 from the federal regulations at 7 CFR parts 3550 and 3560. The USDA Rural Development website answered 403 to this Mac, so the yearly dollar income limits, the national average area loan limit and the appeal deadline are UNKNOWN here.

County income limits and loan maximums in dollars are UNKNOWN in this article; say USDA holds them. Report results as: potentially eligible, potentially ineligible, insufficient information, or requires USDA determination; always say USDA Rural Development decides.
