# VA Veterans Pension and Aid and Attendance (monthly payment for low-income wartime veterans): who qualifies, what you get, how to apply, and what happens next

*The VA Veterans Pension pays a monthly amount to wartime veterans who are 65 or older or disabled and whose income and net worth are under limits set by Congress; Aid and Attendance or Housebound adds to it for veterans who need daily help or are housebound. Apply to the U.S. Department of Veterans Affairs online, by mail, in person or through an accredited representative.*

## What VA Veterans Pension and Aid and Attendance is, in one paragraph

The Veterans Pension is a needs-based monthly payment from the U.S. Department of Veterans Affairs for veterans who served during a wartime period, were not dishonorably discharged, are 65 or older or have a permanent and total disability, and have income and net worth under limits set by Congress. The payment fills the gap between the veteran's countable income and a yearly ceiling called the Maximum Annual Pension Rate (MAPR). Veterans who need another person's help with daily activities, or who are housebound, get a higher ceiling through Aid and Attendance or Housebound benefits. Survivors have a separate Survivors Pension. A VA pension is a federal benefit; in California it is paid the same as everywhere.

  "value": "$17,441 to $34,488 a year",
  "label": "the Maximum Annual Pension Rate for a veteran with no dependents (basic) up to one dependent with Aid and Attendance, from 1 December 2025 (VA, rule:mapr)"
}
```
## Who may qualify
Three tests, all required: **service** (rule:service) in a wartime period (rule:wartime_periods) and not a dishonorable discharge; **age or disability** (rule:age_or_disability): 65 or older, permanently and totally disabled, in a nursing home for long-term care, or receiving SSDI or SSI; and **means**: net worth at most $163,699 from 1 December 2025 to 30 November 2026 (rule:net_worth_limit), with transfers in the 3 years before the claim reviewed (rule:lookback_3_years).
The yearly pension is the MAPR minus income for VA purposes (rule:mapr). Medical expenses not covered by insurance lower that income above 5% of the MAPR (rule:medical_deduction).
| Maximum Annual Pension Rate from 1 December 2025 | Basic | Housebound | Aid and Attendance |
| --- | --- | --- | --- |
| Veteran, no dependents | $17,441 | $21,313 | $29,093 |
| Veteran, 1 dependent | $22,839 | $26,710 | $34,488 |
| Each additional dependent | add $2,984 | add $2,984 | add $2,984 |
Aid and Attendance is for a pensioner who needs help with bathing, feeding or dressing, is bedbound, is in a nursing home because of a disability, or has very limited eyesight (rule:aid_and_attendance); Housebound is for one who stays home most of the time because of a permanent disability; not both at once (rule:housebound).
## What the model on this page can do for you
This article is also the context of a model you can text or chat with. The buttons under the title open Messages with a note already written, or a chat on this page. The model has read this exact page: the rules above with their source ids, the procedure below, and the other programs the same facts open. It asks for one or two facts at a time, starting with your service dates and whether you are 65 or older or disabled, tells you which rules you pass and which it cannot decide, names the programs you may also qualify for, and gives the exact next step. It has no tools: it cannot apply for you, and it says so. Every message is kept on this build's Ledger.
A screening here is a screening, not a decision. VA decides.
## How to apply, and what happens after
Apply **[online at VA.gov](https://www.va.gov/pension/how-to-apply/)**, or fill out the Application for Pension (VA Form 21P-527EZ) and upload it, mail it to the Pension Intake Center, PO Box 5365, Janesville, WI 53547-5365, or bring it to a VA regional office (rule:apply). You will need your Social Security number, military, marital, work and dependent history, household gross monthly income, assets and unreimbursed medical expenses; under 65, your medical records (rule:under_65_records).
An online application from an identity-verified account fixes your effective date when you start it. On paper, submit an intent to file first so retroactive payment starts from that date (rule:intent_to_file). For Aid and Attendance or Housebound, add VA Form 21-2680 with a medical examiner's section, and VA Form 21-0779 in a nursing home (rule:aa_form). Free help comes from accredited Veterans Service Organization representatives, attorneys or claims agents (rule:accredited_help).
While receiving the pension, report any change in income or circumstances (rule:report_changes). If you disagree with a decision, request a Supplemental Claim, Higher-Level Review or Board Appeal (rule:decision_review) within 1 year of the decision letter (rule:review_1_year).
## The same facts open other programs
The facts the pension asks for, age, disability, income and assets, are the first facts of the programs below:
- **VA disability compensation (B030)**, [[california-va-disability-compensation]]: VA disability compensation, for a service-connected condition, with no income limit.
- **Medicare Savings Programs (QMB / SLMB / QI / QDWI) (B013)**, [[california-medicare-savings-programs]]: help paying Medicare premiums for people with low income.
- **Medicare Part D Extra Help (Low-Income Subsidy) (B014)**, [[california-medicare-extra-help]]: help paying for Medicare prescription drugs.
- **In-Home Supportive Services (IHSS) (B015)**, [[california-ihss]]: paid in-home care, the same daily-activities need Aid and Attendance tests.
- **Multipurpose Senior Services Program (MSSP) + CBAS (B016)**, [[california-mssp-cbas]]: community care that keeps seniors at home.
- **SSI + California SSP (B023)**, [[california-ssi-ssp]]: federal and state cash for people 65 or older or disabled with very low income and resources; receiving SSI is one way to meet the pension's disability test.
- **Medi-Cal (Medicaid) (B011)**, [[california-medi-cal]]: health coverage; income and assets overlap.
- **PACE (Program of All-Inclusive Care for the Elderly) (B073)**, [[california-pace]]: all-inclusive care for seniors who need nursing-home level care.
## How this page works
This page is one JSON object. The page, the Markdown and the machine copy at [/a/california-va-pension-aid-attendance.json](https://miscsubjects.com/a/california-va-pension-aid-attendance.json) are three views of it. Its `facts` carry the article's identity and jurisdiction, the procedure with its stages, every rule with its source id and verification status, the person's fields with their canonical fact names, the ontology edges into the benefits graph, the declared actions, the model's instructions, and the permissions the model has (none). The model's context is served separately at [/a/california-va-pension-aid-attendance/context](https://miscsubjects.com/a/california-va-pension-aid-attendance/context): the same object, projected for a model, so there is one source of truth for the reader and the machine.
What is saved: a thread per phone number that texts, holding which articles it asked about, how many messages, and the facts it stated, so a person who comes back continues rather than restarts. The same phone number is treated as the same thread; a browser is never shown another phone's thread, and signing in is required before anything private crosses from text to screen. Every message, in either direction, is a row on this build's Ledger, as every action here is.
Figures carry their status in `facts.rules[].status`. The MAPR table, net worth limit, look-back, eligibility tests and review deadlines were fetched from VA.gov and verified on 9 October 2026. The reporting duty is from the federal regulation 38 CFR 3.660, because no VA.gov pension page fetched today states it. VA states no processing time for pension claims.
The yearly pension is MAPR minus income for VA purposes (rule:mapr); medical expenses count only above 5% of MAPR (rule:medical_deduction). Ask for at most two facts at a time, starting with service dates and age or disability, then yearly income and assets; restate each as a canonical fact line (household.income.annual = 18000). Report results as: potentially eligible, potentially ineligible, insufficient information, or requires VA determination; always say VA decides. Say that help applying comes from accredited representatives (rule:accredited_help). Give the 1-year decision review deadline (rule:review_1_year).
