# Weatherization Assistance Program (WAP) (free home energy upgrades for low-income owners and renters): who qualifies, what you get, how to apply, and what happens next

*The Weatherization Assistance Program pays for energy efficiency and safety work on the homes of low-income households, owners and renters alike. It is a U.S. Department of Energy program run in California by the Department of Community Services and Development through local providers. Apply with the local provider for your area.*

## What the Weatherization Assistance Program is, in one paragraph

The Weatherization Assistance Program is the U.S. Department of Energy's program that makes low-income homes more energy efficient, healthy and safe (rule:what_wap_is). It is run at the state and local level; in California, the Department of Community Services and Development (CSD) works through local providers (rule:administration). An energy auditor visits the home and the provider does the most cost-effective work at no cost to the household (rule:energy_audit). Nationally, DOE funds weatherize about 32,000 homes a year, and a national evaluation found average savings of $372 or more a year (rule:program_scale).

  "value": "$372 or more",
"label": "average yearly energy savings per weatherized household, national evaluation (U.S. Department of Energy, rule:program_scale)"

## Who may qualify

**Income or SSI.** Under DOE guidelines a household qualifies at or below 200% of the poverty guidelines, or if it receives SSI (rule:federal_income, rule:ssi_categorical). A state may use 60% of state median income instead (rule:state_option_smi). California's 2026 table, effective 1 July 2026, gives the monthly limit (rule:ca_income_table):

| People in the home | Monthly income at or below |
| --- | --- |
| 1 | $2,660.00 |
| 2 | $3,606.67 |
| 3 | $4,553.33 |
| 4 | $5,500.00 |
| 5 | $6,446.67 |
| 6 | $7,393.33 |
| 7 | $8,340.00 |
| 8 | $9,286.67 |
| 9 | $10,233.33 |
| 10 | $11,180.00 |
| Each person over 10 | add $946.67 |

**Owners and renters** both qualify; a renter's landlord must give permission (rule:owners_renters, rule:landlord_permission).

**Who goes first.** The elderly, families with a member with a disability, families with children, high-energy users and households with a high energy burden (rule:priority).

## What the model on this page can do for you

This article is also the context of a model you can text or chat with. The buttons under the title open Messages with a note already written, or a chat on this page. The model has read this exact page: the rules above with their source ids, the procedure below, and the other programs the same facts open. It asks for one or two facts at a time, starting with household size and monthly income and whether you own or rent, tells you which rules you pass and which it cannot decide, names the programs you may also qualify for, and gives the exact next step. It has no tools: it cannot apply for you, and it says so. Every message is kept on this build's Ledger.

A screening here is a screening, not a decision. The local provider decides.

## How to apply, and what happens after

Apply with **the local energy services provider** for your area: find it on CSD's map or call CSD's toll-free help line, (866) 675-6623 (rule:helpline). Bring proof of income for the prior year (rule:proof_of_income).

The provider decides income eligibility and puts an eligible household on a **waitlist** (rule:waitlist). When the home comes up, an energy auditor visits and writes a scope of work (rule:energy_audit); crews or contractors then do it.

**If denied.** Appeal in writing to the provider, which must decide within 15 days of receiving the appeal (rule:appeal_local), then in writing to CSD (rule:appeal_state). No page read states a filing deadline, or whether a home can be weatherized again later (rule:repeat_service).

## The same facts open other programs

The facts weatherization asks for, household size, income and the address, also open:

- **LIHEAP (B045)**: [[california-liheap]], help with the energy bill and its own weatherization component, from the same CSD providers.
- **CARE (B043)**: [[california-care-energy-discount]], a monthly discount on electricity and gas.
- **FERA (B044)**: [[california-fera-energy-discount]], the electricity discount for incomes just above CARE.
- **SSI (B023)**: [[california-ssi-ssp]]; receiving SSI qualifies a household for weatherization under DOE guidelines.

## How this page works

This page is one JSON object. The page, the Markdown and the machine copy at [/a/california-weatherization-assistance.json](https://miscsubjects.com/a/california-weatherization-assistance.json) are three views of it. Its `facts` carry the article's identity and jurisdiction, the procedure with its stages, every rule with its source id and verification status, the fields with their canonical fact names, the ontology edges into the benefits graph, the declared actions, the model's instructions, and the permissions the model has (none). The model's context is served separately at [/a/california-weatherization-assistance/context](https://miscsubjects.com/a/california-weatherization-assistance/context): the same object, projected for the model. Every number on this page is in `facts.rules` with a source id; every source carries the exact words copied from the official page and the hash of that page as the verifier fetched it. The graph above it, [[california-benefits-graph]], holds the programs, the life events and the shared facts this article links into.

Owners and renters both qualify; a renter needs the landlord's permission (rule:landlord_permission). Say there is a waitlist and no page states its length (rule:waitlist). Report results as: potentially eligible, potentially ineligible, insufficient information, or requires provider determination; always say the local provider decides. Ask for at most two facts at a time, starting with household size and monthly gross income, then own or rent; restate each as a canonical fact line (household.size = 3).
