# Food stamps (SNAP): who qualifies, the form, and how it is submitted

*The federal rules for SNAP (food stamps) for Oct. 1, 2026 to Sept. 30, 2027: income and resource limits, benefit amounts, and how the state application is decided.*

## Who qualifies

A household must meet gross and net income limits and resource limits. A household with an elderly or disabled member only has to meet the net income limit. The limits and the maximum benefit by household size are below.

## The form

There is no single federal form. Each state has its own. A person applies in the state where they live.

Each state publishes its own application form and decides how it is submitted: online, by mail, by fax or in person varies by state and often by county. The USDA keeps a directory with each state's application and contact: [SNAP State Directory of Resources](https://www.fns.usda.gov/snap/state-directory).

## How it is submitted

The state agency decides the application, usually within 30 days. An interview and proof of the information given are part of that. Someone who cannot go in person can name an authorized representative in writing. Households with very little money may get benefits within 7 days.
