## The Claim
One protocol produces two effects: a floor and a ceiling.

## Definitions
Floor = the minimum remedy a protocol provides.
Ceiling = the maximum optimization a protocol enables.
Protocol = a set of deterministic rules that route capability.
Scoped token = a credential that grants one capability, one use, timed expiry.
Recurrence class = a repeating pattern of ledger events with a common systemic cause.
Amortization = the reduction of average cost through reuse.

## The Logic
1. If proof becomes cheaper, then trapped actors gain agency.
2. If trapped actors gain agency, then the floor rises.
3. If capable actors use proof artifacts, then they make fewer compounding errors.
4. If capable actors make fewer compounding errors, then the ceiling rises.
5. Therefore, one protocol produces both floor and ceiling.

## The Evidence
The public console displays all capabilities without authentication. The cost of access is zero. A scoped token grants one capability to a non-technical actor. The governor scans the ledger for recurrence classes. Each class is flagged as urgent. The owner installs an invariant. The next scan shows fewer flags. The reuse rate rises as receipts are replayed. The endpoint is the same. The token scope changes.
