The obligation is proportional to the capability.\n\n## The Falsifier\n- Find evidence that flat obligation (equal regardless of capability) produces better outcomes.\n- Find cases where deference to capability consistently produced superior systemic results than obligation downward.\n\n## The Uncertainty\n- The claim does not define how to measure capability precisely. Capability is multidimensional.\n- The claim assumes the capable actor can identify the correct remedy.
