- Unremedied = harmed by a system defect and unable to cure it through that system.
- Systemic moral failure = a deviation from a system's own declared logic by those with capacity to prevent it.

## The Logic
1. Systems that are not checked accumulate errors.
2. If errors accumulate unchecked, then system function decays.
3. Therefore, systems must check one another or they decay.
4. If a capable actor knows about predation and does not remedy it, then they tolerate the predation.
5. Tolerance of predation by capable actors is the moment of systemic moral failure.
6. The unremedied victim is evidence that the system is deviating from its own logic.
7. Therefore, the victim is a datum that demands audit.

A hospital administrator knows a department systematically overcharges uninsured patients. The administrator has budget authority to correct it. The administrator does nothing. The predation continues. The administrator's tolerance is the systemic moral failure.
