## Definitions

- **Moral strength**: Enduring cost to hold a line on behalf of those who cannot hold it.
- **Capability**: The power to act on a harm signal with available resources.
- **Remediable harm**: Harm that can be stopped with the resources at hand.
- **The line**: A boundary that prevents harm from reaching those behind it.
- **Cost**: Loss or sacrifice endured by the actor holding the line.

## The Logic

1. If an actor has capability, then they can act on a harm signal.
2. If an actor acts on a harm signal, then they deploy capability.
3. If deployment incurs cost, then the actor must endure cost.
4. If the actor endures cost, then they demonstrate strength.
5. If the line moves under pressure, then the actor does not demonstrate strength.
6. Therefore, moral strength is deployment of capability at cost when the line holds.

## The Evidence

A whistleblower exposes fraud. They know it will cost their career, relationships, and financial stability. They do it anyway. The harm is remediable. They are the only one with capability and position.

## The Falsifier

- Evidence that intention predicts remedial action better than cost-bearing.
- Evidence that moving the line under pressure produces better outcomes than holding it.

## The Uncertainty

Whether moral strength can be measured before the cost event is unknown. The exact relationship between cost magnitude and strength demonstration is also unknown.
