1. If a checker is captured, then direct appeal to the checker fails.
2. If direct appeal fails, then the system requires a different intervention point.
3. If the fulcrum's position depends on the constituency, then the fulcrum is sensitive to that constituency's cost.
4. If structured cost is delivered to the fulcrum, then the system's own rules require response.
5. If the system requires response, then the checker must act or the fulcrum loses position.
6. Therefore, deliver structured cost to the fulcrum, not appeals to the checker.

## The Evidence
