Dysfunction is a system failing its charter. Capture is a system performing its charter for a different principal than the one it declared. The flags still fly. The predators did not build alternatives — they took the originals. The target is not construction. It is recovery.

### How Predation Installs

Predation installs incrementally. Each layer looks locally justifiable. The accumulation buries the original charter until the institution cannot reach it. ### The Floor Principle

### Operating Posture
