## The Claim
The correct decision criterion for any action is simultaneous reduction of logical inconsistency, remediable harm, and resource expenditure per unit of correct function.

## Definitions
**Triple optimum** = the state where all three reductions occur simultaneously. **Predation** = extraction of value from others without equivalent return. **Correct function** = behavior that produces the system's declared output.

## The Logic
1. If an action reduces all three measures, then it is optimal. Proceed.
2. If an action reduces two but not one, then it is suboptimal. Find the version that achieves all three.
3. If an action reduces none or only one, then it is predation. Reject.
4. The triple optimum is always accessible because predation costs more than correct function when fully accounted.
5. Ethics without efficiency is sentiment. Efficiency without ethics is predation. Logic without either is a precise instrument pointed at whatever premises aim it.

## The Evidence
A welfare policy with transparent rules and appeal process reduces inconsistency (clear rules), harm (wrongful denials corrected), and cost (accuracy rises). An opaque version with no appeal increases inconsistency, increases harm, and may reduce cost but fails two of three. The first is optimal. The second is predation.

## The Falsifier
A case where the triple optimum was genuinely inaccessible and the best available solution required accepting two of three. Or evidence that predation is sometimes less expensive than correct function when fully accounted.

## The Uncertainty
"Fully accounted" is the key unknown. Hidden costs of predation may remain undetected.
