2. If the distribution clusters at one systemic intersection, then that intersection is the target.

4. Individual remedy is suboptimal because it does not close the predation pathway for the distribution.
5. Structural invariant installation is the least action that closes the pathway for the entire distribution.

Superior equilibrium: an auditable model. Invariant: mandatory pre-deployment bias testing. One regulation achieves this. The entire distribution is protected.
