Turn a successful trace into an executable flow capability. Reads the ordered capability calls of a trace (or a list of receipts), lifts the run's input into $1 and each step's use of the previous output into $PREV, refuses unknown, disabled or failed steps, and writes an ordinary Directory flow row. Low-risk, side-effect-free procedures are enabled at once; anything sensitive or side-effecting is created disabled for FLOW_PROMOTE. Use when: the same multi-step job has been done by hand or by a model more than once. Compile it, then call the new key instead of rediscovering the steps. FLOW_PROMOTE
Enable a learned flow that was created disabled because a step is sensitive or side-effecting. Owner action, after reading the steps.
