A child turning 18 or aging out of child-only rules in California: what to do first, deadlines, documents, and which benefits open

When a child turns 18 the rules that count them change program by program: CalFresh keeps a person under 22 who lives with a parent in the parent's household, Medi-Cal covers former foster youth to age 26, extended foster care runs to 21, and the Foster Youth Tax Credit and Pell Grant open for those who qualify. This page lists each rule, each age limit and the first action, from the official pages.

What happens when a child turns 18 or ages out of child-only rules

Each program has its own age line. CalFresh keeps a person under 22 who lives with a parent in the parent's household (s_lii_7cfr273_1_under22), and treats a half-time college student as ineligible unless an exemption applies (s_lii_7cfr273_5_students). Medicaid covers a former foster youth until 26 (s_lii_42cfr435_150). Extended foster care runs to 21 (s_cdss_ab12_21). The Foster Youth Tax Credit is for former foster youth 18 to 25 (s_ftb_fytc_rules). The FAFSA treats anyone who was in foster care at 13 or older as independent (s_usc_1087vv_independent).
