Ryan White HIV/AIDS Program and California ADAP (free HIV medication, insurance premium help, and HIV care services): who qualifies, what you get, how to apply, and what happens next

California's AIDS Drug Assistance Program pays for HIV medication and for health insurance premiums for residents 18 or older with HIV whose household income is at or below 600% of the poverty level and who are not fully covered by Medi-Cal or another payer. The federal Ryan White HIV/AIDS Program funds ADAP and clinic-based care and support services. Enroll with a certified ADAP Enrollment Worker; re-enroll every year by your birthday.

What Ryan White and ADAP is, in one paragraph

The Ryan White HIV/AIDS Program is the federal program, run by HRSA, that funds HIV medical care and support services for people with HIV who are low income and uninsured or underinsured (rule:rw_eligibility, rule:rw_services). Its Part B funds each state's AIDS Drug Assistance Program (ADAP), and each state sets ADAP eligibility (rule:adap_state_sets). In California, ADAP is run by the Department of Public Health's Office of AIDS. It pays for HIV medications on the ADAP Formulary and, through its premium programs, pays private, employer and Medicare insurance premiums for its clients (rule:adap_definition, rule:adap_benefits).

600%
of the federal poverty level: the California ADAP limit on household modified adjusted gross income (CDPH Office of AIDS, rule:adap_income_600)

Who may qualify

California ADAP (rule:adap_eligibility, rule:adap_income_600):

  • Lives in California.
  • Has a positive HIV/AIDS diagnosis.
  • Is at least 18 years old.
  • Has household modified adjusted gross income (MAGI) at or below 600% of the federal poverty level. CDPH does not publish the dollar figures on its eligibility page.
  • Is not fully covered by Medi-Cal or another third-party payer. Having private, employer or Medicare coverage does not rule a person out: ADAP can pay those premiums.

Ryan White services (rule:rw_eligibility): diagnosed with HIV, low income as defined where the person lives, and no insurance or insurance that does not pay for the needed care.

PrEP-AP: HIV-negative Californians can get help with HIV prevention medication through the same branch (rule:prep_ap).

How to apply, and what happens after

Make an appointment with a certified ADAP Enrollment Worker at a certified enrollment site; find one with the ADAP Enrollment Site Locator or the ADAP call center, (844) 421-7050, Monday to Friday 8 a.m. to 5 p.m. (rule:adap_apply, rule:contact). Bring proof of diagnosis, residence, income and insurance.

Once enrolled, medications on the ADAP Formulary are free, and ADAP can pay health insurance premiums through OA-HIPP, EB-HIPP or the Medicare premium program; members of those programs also get the Medical Out-of-Pocket Benefit (rule:adap_benefits). Ryan White clinics provide medical care and support services; a case manager explains what applies (rule:rw_services).

Report any change in income or residence to the enrollment worker or ADAP (rule:adap_report). Re-enroll in person every year by your birthday; it can be done up to 45 days early (rule:adap_reenroll).

Refused? The pages read do not state an appeal process or deadline (rule:adap_appeal); enrollment workers can contact their ADAP Advisor.

The same facts open other programs

Diagnosis, income and insurance are the facts ADAP runs on; the same facts decide the health coverage it pays premiums for.
