VA Veterans Pension and Aid and Attendance (monthly payment for low-income wartime veterans): who qualifies, what you get, how to apply, and what happens next

The VA Veterans Pension pays a monthly amount to wartime veterans who are 65 or older or disabled and whose income and net worth are under limits set by Congress; Aid and Attendance or Housebound adds to it for veterans who need daily help or are housebound. Apply to the U.S. Department of Veterans Affairs online, by mail, in person or through an accredited representative.

What VA Veterans Pension and Aid and Attendance is, in one paragraph

The Veterans Pension is a needs-based monthly payment from the U.S. Department of Veterans Affairs for veterans who served during a wartime period, were not dishonorably discharged, are 65 or older or have a permanent and total disability, and have income and net worth under limits set by Congress. The payment fills the gap between the veteran's countable income and a yearly ceiling called the Maximum Annual Pension Rate (MAPR). Veterans who need another person's help with daily activities, or who are housebound, get a higher ceiling through Aid and Attendance or Housebound benefits. Survivors have a separate Survivors Pension. A VA pension is a federal benefit; in California it is paid the same as everywhere.

$17,441 to $34,488 a year
the Maximum Annual Pension Rate for a veteran with no dependents (basic) up to one dependent with Aid and Attendance, from 1 December 2025 (VA, rule:mapr)

Who may qualify

Three tests, all required: service (rule:service) in a wartime period (rule:wartime_periods) and not a dishonorable discharge; age or disability (rule:age_or_disability): 65 or older, permanently and totally disabled, in a nursing home for long-term care, or receiving SSDI or SSI; and means: net worth at most $163,699 from 1 December 2025 to 30 November 2026 (rule:net_worth_limit), with transfers in the 3 years before the claim reviewed (rule:lookback_3_years).

The yearly pension is the MAPR minus income for VA purposes (rule:mapr). Medical expenses not covered by insurance lower that income above 5% of the MAPR (rule:medical_deduction).

Maximum Annual Pension Rate from 1 December 2025BasicHouseboundAid and Attendance
Veteran, no dependents$17,441$21,313$29,093
Veteran, 1 dependent$22,839$26,710$34,488
Each additional dependentadd $2,984add $2,984add $2,984

Aid and Attendance is for a pensioner who needs help with bathing, feeding or dressing, is bedbound, is in a nursing home because of a disability, or has very limited eyesight (rule:aid_and_attendance); Housebound is for one who stays home most of the time because of a permanent disability; not both at once (rule:housebound).

How to apply, and what happens after

Apply online at VA.gov, or fill out the Application for Pension (VA Form 21P-527EZ) and upload it, mail it to the Pension Intake Center, PO Box 5365, Janesville, WI 53547-5365, or bring it to a VA regional office (rule:apply). You will need your Social Security number, military, marital, work and dependent history, household gross monthly income, assets and unreimbursed medical expenses; under 65, your medical records (rule:under_65_records).

An online application from an identity-verified account fixes your effective date when you start it. On paper, submit an intent to file first so retroactive payment starts from that date (rule:intent_to_file). For Aid and Attendance or Housebound, add VA Form 21-2680 with a medical examiner's section, and VA Form 21-0779 in a nursing home (rule:aa_form). Free help comes from accredited Veterans Service Organization representatives, attorneys or claims agents (rule:accredited_help).

While receiving the pension, report any change in income or circumstances (rule:report_changes). If you disagree with a decision, request a Supplemental Claim, Higher-Level Review or Board Appeal (rule:decision_review) within 1 year of the decision letter (rule:review_1_year).
