Housing Choice Voucher (Section 8) (rent help paid to a private landlord): who qualifies, what you get, how to apply, and what happens next

The Housing Choice Voucher, known as Section 8, pays part of the rent on a home a low-income family chooses, with the payment going to the landlord. Families apply to their local Public Housing Agency when its waiting list is open. This page carries the income rules, the rent share, the deadlines and the review rights with their official sources.

What Housing Choice Voucher (Section 8) is, in one paragraph

The Housing Choice Voucher, called Section 8, pays part of a family's rent on a home it chooses in the private market. The family pays a share based on its income, and the housing agency pays the rest of the rent, up to a local payment standard, directly to the landlord (rule:hap). HUD funds the program. Local Public Housing Agencies run it: each takes its own applications, keeps its own waiting list and decides who is admitted. Waiting lists are long and often closed, so the application is usually an event that happens when a list opens.

30%
of adjusted monthly income: the usual family share of the rent; up to 40% at move-in (HUD, rule:tenant_payment)

Who may qualify

Three things decide it: income for the area, citizenship or eligible status, and the PHA's own screening.

Income. Families must generally be very low income, at or below 50% of the area median income, and most admissions go to extremely low income families (rule:income_vli, rule:income_eli_definition). At least 75% of the families each PHA admits from its waiting list in a year must be extremely low income (rule:eli_targeting_75). HUD sets the dollar limits for each area and family size every year; the PHA uses the limit for the place the family will live.

TestLineRule
Very low income50% of area median incomerule:income_vli
Extremely low income30% of area median income, or the poverty guideline if higherrule:income_eli_definition
Admissions reserved for extremely low income75% of each year's admissionsrule:eli_targeting_75

Status. Applicants must be U.S. citizens or eligible non-citizens, and the head of household needs a valid Social Security number (rule:citizenship, rule:ssn_head). Some crimes can make an applicant ineligible (rule:criminal_history).

How to apply, and what happens after

Apply at the local Public Housing Agency, not at HUD (rule:apply_at_pha). Each PHA keeps its own list, and a family may apply to several; it does not need to live in a PHA's area to apply there, but that PHA may require it to live there for the first 12 months (rule:multiple_waitlists, rule:residency_12_months).
