Public housing and project-based rental assistance (subsidized apartments where rent follows income): who qualifies, what you get, how to apply, and what happens next

Public housing is apartments owned by local housing agencies; project-based rental assistance subsidizes units in privately owned buildings. In both, the tenant's rent is set from income, usually 30% of adjusted income. People apply to the local housing agency or to each building's manager when the waiting list is open.

What Public housing and project-based rental assistance is, in one paragraph

Public housing is apartments and houses owned by a local housing agency (HA) and rented to low-income families, elderly people and people with disabilities (rule:who_served). Project-based rental assistance does the same in privately owned buildings: the subsidy belongs to the unit, so it stays when the tenant moves out (rule:pbv_tied_to_unit). In both, the tenant pays a rent set from income and the subsidy covers the rest. HUD funds both. Each HA or building keeps its own waiting list, and lists are often closed.

30%
of monthly adjusted income: the usual rent, or $25 to $50 minimum rent if higher (HUD, rule:total_tenant_payment)

Who may qualify

Income. Public housing admits low-income families, at or below 80% of the area median income; HUD also sets a very low-income line at 50% (rule:income_80_50). At least 40% of each year's admissions from the waiting list must be extremely low income (rule:eli_targeting_40). Project-based rental assistance is limited to very low-income families, at or below 50%, with a few units for low-income families (rule:pbra_income). Limits vary by area, so a household may qualify at one HA and not another (rule:limits_vary).

Who. The HA looks at income, whether the household is elderly, disabled or a family, and citizenship or eligible status (rule:eligibility_basis). It checks references (rule:references) and sets its own preferences (rule:preferences).

Rent. Rent is the highest of 30% of monthly adjusted income, 10% of monthly income, welfare rent, or the HA's minimum rent of $25 to $50 (rule:total_tenant_payment). Adjusted income is annual income less $480 for each dependent and $400 for an elderly or disabled family (rule:deductions).

How to apply, and what happens after

Contact the local housing agency for public housing, and the owner or manager of each project-based building (rule:apply_at_ha). The application is written (rule:written_application).
