LIHEAP (energy assistance + crisis + weatherization referral) (help paying the energy bill, crisis help with a shutoff, and free weatherization): who qualifies, what you get, how to apply, and what happens next

LIHEAP pays toward a low-income household's heating and cooling bill, helps when the utility threatens a shutoff, and pays for weatherization. It is federal money run in California by the Department of Community Services and Development through local service providers. Apply with the local provider for your ZIP code.

What LIHEAP is, in one paragraph

LIHEAP, the Low Income Home Energy Assistance Program, is federal money (rule:what_liheap_is) that California's Department of Community Services and Development (CSD) passes to local service providers. It has three parts: HEAP, a one-time payment toward the utility bill (rule:heap); ECIP, crisis help when a household faces a disconnect notice or a dangerous appliance (rule:ecip); and weatherization, free efficiency upgrades (rule:weatherization). California received $236.7 million for Federal Fiscal Year 2026 (rule:funding_ffy2026). Funding is limited, so some eligible households get nothing (rule:limited_funding).

$94 to $1,500
estimated heating assistance benefit, FFY2027 (CSD draft state plan, rule:heating_benefit)

Who may qualify

Income. California's threshold is 60% of the State Median Income (rule:income_threshold). CSD's 2026 table gives the monthly gross limit by household size (rule:income_table):

People in the homeMonthly income at or below
1$3,331.66
2$4,356.83
3$5,382.00
4$6,407.16
5$7,432.25
6$8,457.41
7$8,649.66
8$8,841.83
9$9,034.08
10$9,226.25
Each person over 10add $192.21

The local energy agency makes the decision (rule:local_determination).

Who goes first. Providers give extra points to households with someone 60 or older, someone 5 or younger, or someone with a disability, and may prioritize life-threatening emergencies and high energy burden (rule:priority_points).

What it pays (FFY2027 draft plan). Heating: $94 to $1,500 (rule:heating_benefit). Cooling: $246 to $887 (rule:cooling_benefit). Year-round crisis: up to $1,500 (rule:crisis_benefit).

How to apply, and what happens after

Apply with the local service provider for your area. Find it on CSD's map by ZIP code, or call CSD's toll-free help line, (866) 675-6623 (rule:helpline). California 2-1-1 also answers 24 hours a day, 7 days a week.

Bring identity, proof of income and your latest energy bill, and any shutoff notice. If a disconnect notice has arrived, say so first: that is the crisis component (rule:ecip).

The provider decides and, if approved, pays the utility as a credit on your account.

If denied. Appeal in writing to the local provider, which must decide within 15 days of receiving the appeal (rule:appeal_local). If you disagree with that decision, appeal in writing to CSD (rule:appeal_state). No page read states a deadline for filing either appeal.
