CalWORKs (California cash aid for families with children): who qualifies, what you get, how to apply, and what happens next

CalWORKs is California's cash aid for families with children (TANF): a monthly grant on an EBT card plus child care and work services, for families whose income is under the maximum aid payment. Each county welfare department runs it. Apply at BenefitsCal or the county welfare office.

What CalWORKs is, in one paragraph

CalWORKs is California's cash aid program for families with children, known federally as TANF. A family that qualifies gets a monthly cash grant on an EBT card, plus services: paid child care, transportation and other help for the adults' Welfare-to-Work activities. It serves all 58 counties and each county welfare department runs it (rule:county_operated). The grant depends on family size, the county's region, and whether the family is exempt; income from work is subtracted.

$1,175 to $1,314
the maximum monthly grant for a family of three with no income in Los Angeles County (Region 1), non-exempt to exempt, levels effective 1 October 2024 (LA DPSS, rule:map_la_region1)

Who may qualify

A child in need. A family qualifies when a child in the home lacks a parent's support because a parent is absent, disabled or has died, or when both parents are home and the main earner is unemployed (rule:deprivation, rule:unemployed_parent). A pregnant person can also apply.

Income. Take-home pay from work must be less than the maximum aid payment for the family size (rule:income_below_map).

Property. Countable resources under $12,552, or $18,829 when someone in the household is disabled or 60 or older (rule:property_limit). A vehicle's equity up to $33,626 is not counted from 1 July 2026 (rule:vehicle_limit). The home the family lives in is not counted.

Status. Each aided person must be a citizen or an immigrant with permission to live in the United States (rule:status). Children can be aided when a parent is not.

Maximum aid payment in Los Angeles County (Region 1), levels effective 1 October 2024. Other Region 1 counties are listed in rule:regions; Region 2 counties have lower levels not stated on the page fetched.

The exempt level applies when every adult caretaker receives SSI/SSP, IHSS, SDI, temporary workers' compensation or temporary disability indemnity, or the caretaker is an unaided non-parent (rule:exempt_map).

Work rules. Adults who are not exempt do Welfare-to-Work activities: 30 hours a week for a single adult (20 with a child under six) and 35 hours combined for two parents (rule:wtw_hours). Adults aged 60 or older, pregnant, caring for a child under 2, or disabled are among those exempt (rule:wtw_exemptions). Adult cash aid is limited to 60 months in a lifetime; children's aid continues (rule:time_limit).
