TCVAP (state-funded refugee-level benefits for non-citizen victims of trafficking and serious crimes in California): who qualifies, what you get, how to apply, and what happens next

TCVAP gives non-citizen victims of human trafficking, domestic violence and other serious crimes the cash, food, medical and employment benefits refugees get, paid by the state while they work toward a T or U visa. Apply at the county social services office or BenefitsCal.

What TCVAP is, in one paragraph

The Trafficking and Crime Victims Assistance Program (TCVAP) gives non-citizen victims of human trafficking, domestic violence and other serious crimes the same benefits refugees get (cash, food, medical, employment and social services) while they work toward federal eligibility, such as a T or U visa (rule:who, rule:state_mirror). The state pays for it; the counties run it under the CDSS Refugee Programs Bureau.

4 months
how long TCVAP Cash Assistance lasts for people eligible on or after 5 May 2025; 12 for those eligible before (LA DPSS, rule:cash_four_months)

Who may qualify

A non-citizen victim of trafficking, domestic violence or another serious crime, and eligible family members (rule:who, rule:family), who:

  • for trafficking: gives a sworn statement or other evidence (rule:docs_trafficking) and shows a step toward federal eligibility: a letter from an advocate, lawyer or official, a T visa receipt, or the application (rule:docs_path);
  • for another serious crime: gives a copy of the U visa application, its receipt, or an Employment Authorization Document (rule:docs_u_visa);
  • meets the income and resource test of each benefit (rule:income_resources).

Child trafficking victims under 18 need no certification (rule:minors). Once the federal government certifies a trafficking victim, the federal refugee programs take over (rule:certification_moves_to_federal).

Cash comes as TCVAP CalWORKs for families with minor children or TCVAP Cash Assistance for everyone else (rule:two_cash_parts), on the CalWORKs/RCA grant table. In Los Angeles County (Region 1), levels effective 1 October 2024 (rule:cash_amount_map):

Household sizeNon-exemptExempt
1$734$809
2$930$1,039
3$1,175$1,314
4$1,416$1,579

How to apply, and what happens after

Apply at your county social services office or online at BenefitsCal (rule:apply_where).
