California Food Assistance Program (CFAP) (state food benefits for noncitizens barred from CalFresh): who qualifies, what you get, how to apply, and what happens next

CFAP is California's state-funded food benefit, equal to CalFresh, for noncitizens who are barred from CalFresh only because of their immigration status. It uses the same application as CalFresh, through BenefitsCal or the county, and the county decides which program each member gets. From 1 October 2027 it expands to every income-eligible Californian 55 or older regardless of status.

What CFAP is, in one paragraph

CFAP is the California Food Assistance Program. The state pays it from its own funds, for noncitizens who would get CalFresh except that federal law bars them because of their immigration status (rule:cfap_definition, rule:status_only). The benefit is the same as CalFresh (rule:benefit_equivalent): money each month on an EBT card. There is no separate form. A person applies for CalFresh, and the county decides, member by member, whether each person gets CalFresh or CFAP (rule:same_application).

$306 to $1,841
the maximum monthly benefit for a household of one to eight, the CalFresh table CFAP follows, 1 October 2026 to 30 September 2027 (USDA FNS, rule:max_allotment)

Who may qualify

Two questions decide it: why the person cannot get CalFresh, and the household's income.

Status. The only reason the person is ineligible for CalFresh must be immigration status under the 1996 federal welfare law (rule:status_only). CDSS gives these examples: permanent residents who have not met the five-year residency requirement or the 40 work quarters, parolees, conditional entrants, and people who are battered or abused (rule:lpr_parolee_examples). Battered immigrant spouses and children and Cuban-Haitian entrants are also eligible (rule:other_categories). From 1 June 2026, or when automation is completed, the one-year parole duration requirement no longer applies (rule:parolee_duration).

Income. CalFresh rules apply (rule:calfresh_rules_apply). The FY2027 limits, 1 October 2026 to 30 September 2027:

Household sizeNet limit (100%)Gross limit (130%)Maximum monthly benefit
1$1,330$1,729$306
2$1,804$2,345$562
3$2,277$2,960$808
4$2,750$3,575$1,023
5$3,224$4,191$1,217
6$3,697$4,806$1,463
7$4,170$5,421$1,616
8$4,644$6,037$1,841
Each additional person+$474+$616+$289

California's modified categorical eligibility line is 200% of the poverty level for a household with no elderly or disabled member (rule:ca_mce_200); under it, resources are not considered (rule:mce_resources). The federal asset limits are $4,750 with a member 60 or older or disabled, and $3,000 for others (rule:assets).

A mixed household can hold CalFresh and CFAP members at once. The CFAP amount is what the household would get if everyone were eligible for CalFresh, minus the CalFresh amount without the CFAP members (rule:mixed_household_amount).

Coming, not yet available. From 1 October 2027, CFAP covers every income-eligible Californian 55 or older regardless of immigration status (rule:expansion_55, rule:expansion_55_scope), with applications from 1 September 2027 (rule:expansion_apply_sept) and no Social Security number required for those without one (rule:expansion_no_ssn).

How to apply, and what happens after

Apply for CalFresh at BenefitsCal or through the county office. The same application covers CFAP (rule:same_application). A county that finds a person ineligible for CalFresh must evaluate CFAP before denying (rule:evaluate_before_denial).

StageWhat happensDeadlineWhat loses people their benefits

AppealState hearing; CFAP is a listed program (rule:appeal_programs)90 days (rule:appeal_90); 10 days to keep benefits pending (rule:aid_pending_10)Missing the 10-day window

From 1 October 2025, work registration and ABAWD time limits no longer apply to CFAP (rule:no_work_rules). CFAP overpayments are collected separately from CalFresh overpayments (rule:overpayment_separate). CDSS states that CalFresh and CFAP are not public charge programs as of 9 March 2021 (rule:public_charge); the rule's status notes a later CDSS statement that federal public charge rules have changed.
