CAPI (California cash aid for aged, blind and disabled immigrants denied SSI): who qualifies, what you get, how to apply, and what happens next

CAPI pays monthly cash, equal to SSI/SSP, to non-citizens who are 65 or older, blind or disabled and are denied SSI only because of their immigration status. The state pays it in full. Apply with form SOC 814 at the county social services agency.

What CAPI is, in one paragraph

The Cash Assistance Program for Immigrants (CAPI) pays monthly cash to non-citizens who are 65 or older, blind or disabled and who are denied SSI/SSP only because of their immigration status. The state pays it in full, and the amount equals what SSI/SSP would pay for the same person (rule:who, rule:amount_equals_ssi). County social services agencies take the application.

$1,233.94
the monthly CAPI payment standard for an aged or disabled individual living independently, from 1 January 2026 (CDSS ACIN I-59-25, rule:payment_standards_individual)

Who may qualify

A person may qualify who meets every condition (rule:who):

  • is 65 or older, blind, or disabled (rule:age_disability);
  • is a non-citizen meeting the SSI immigration criteria in effect on 21 August 1996 (rule:status);
  • is not eligible for SSI/SSP solely because of immigration status, shown by an SSI denial or other proof from Social Security (rule:ssi_denial_first);
  • lives in California (rule:residence);
  • has income below the CAPI standard and resources below $2,000, or $3,000 for a couple (rule:income, rule:resources).

A sponsor's income can be counted (deemed) toward the applicant; the sponsor keeps an allocation of $994 a month in 2026 (rule:sponsor_deeming).

CAPI payment standards from 1 January 2026, independent living:

CategoryIndividualCouple
Aged or disabled$1,233.94$2,098.83
Blind$1,318.32$2,324.35
Aged or disabled, no cooking facilities$1,362.81$2,356.57
Non-medical out-of-home care$1,626.07$3,252.14
Aged or disabled, reduced needs (in-kind room and board)$907.87$1,609.70

The full table, including disabled minors and medical facilities, is in rule:payment_standards_individual and rule:payment_standards_couple.

How to apply, and what happens after

Apply with form SOC 814 at your county social services agency, in person, by phone, email, fax or mail (rule:apply_where). The SSI application and its denial come first (rule:ssi_denial_first). CAPI does not open Medi-Cal, CalFresh or IHSS by itself: each needs its own application (rule:no_automatic_link).
